ADVOCATES of restructuring were told yesterday by the Federal Government to take it easy.

Their “agitation” and “provocative rhetorics” cannot achieve their dream, Minister of Justice and Attorney-General of the Federation Abubakar Malami (SAN) said.

He warned those behind the quest for restructuring to avoid demonstrations because ” it is acomplex process”.

He said although Nigeria’s federal system had been experiencing challenges, its reforms could not be done in one fell swoop.

Besides, democratic means should be deployed to reform the federal system, according to Malami.

In his view, the abolishment of states through restructuring will have multiplier effects on the nation.

Such effects, according to him, include downsizing of the National Assembly and abolishing State Houses of Assembly.

Malami made the submissions in an address at a one-day think tank conference in Abuja , which was organised by the National Institute for Policy and Strategic Studies (NIPSS).

The theme of the conference was “Federalism and the challenges of dynamic equilibrium in Nigeria: towards a national strategy”.



The AGF’s speech to the nation’s think-tank(NIPPS) was the first official reaction to the agitation for restructuring.

Malami said: “In Nigeria today, there are demands for restructuring, for deconstructing the excessive concentration of powers at the Centre, for a dispersion of power to the lower levels of government along with special provisions for the empowerment of women and other socially disadvantaged groups for the country to move away from the cooperative federalism of several decades to a more competitive form of economic federalism, for a fiscal federalism that presents the challenges of addressing regional inequalities and of balancing the concerns of equity and efficiency in intergovernmental fiscal relations, among many others.

“Federalism is imbedded in our constitution as contained in sections 2,3 and 5. It is not out of place to state that as far as our constitutional democracy is concerned, the idea of restructuring is not a function of advocacy or agitation. It is about constitutional accommodation and or alternative constitutional amendment.

“As things stand, restructuring requires amending the constitution to accommodate referendum or, in the alternative, a constitutional amendment to the 1999 constitution, which in this case must be supported by majority of legislators in 24 states of the federation as enshrined in Section 9 of the constitution.

“Whether that process is going to be an easy sale is a conjecture that should be left for deliberation. But one thing that is certain is the inevitable implication that abolishing states through restructuring process will certainly translate to the eventual multiplier effect of abolishing the state house of assembly and perhaps downsizing the National Assembly and probably the civil service and other related federal institution.

“This indeed is a tall order that cannot be achieved through advocacy, emotional outburst or provocative rhetorics and demonstrations. The beauty of democracy is in the process and legislative process is in our case the only answer.”

Malami, who admitted that the nation’s federalism was facing challenges, said restructuring cannot be achieved overnight.

He added: “It is true that Nigeria’s federal system has been experiencing challenges and there have been agitations and prescriptions to reform and modify it. Reforms and modifications, institutional arrangement, systems and processes are normal in festoons, but are not done in single swoop as being advocated in Nigeria. Mega changes are not healthy for federations.


“Change is a gradual process that must be democratic and subjected to legislative and administrative processes as provided by law. We must use democratic means to reform our federal system. We need to recognise that both federalism and democracy are mechanisms for managing diversity.

“Indeed, while federalism provides the Institutional framework for managing diversity, democracy makes possible the negotiation for diverse identity claims by providing them with representation, voice and political mechanisms by which the competing claims are balanced and reconciled.

“There is no true or false federalism. Indeed, there is no single, pure ideal federal model that is universally applicable everywhere. Each federation reflects the particular conditions and circumstances that produce it.

“We cannot wish away the particular conditions and circumstances that have produced the challenges in our federal system. We must use democratic means to find solutions to these numerous challenges. It is democracy that articulates citizens’ preferences and places limits on arbitrariness.

“As political realities and experiences across the world have shown, all federations, whether established by a coming together or holding together process, experience deep rooted conflicts and ours cannot be an isolated case.”

The Acting Director General of the National Institute Policy and Strategic Studies, Jonathan Juma said since its adoption, federalism had been experiencing disequilibrium between centralizing and decentralizing forces which have affected the union.

Juma, who was represented by the institute’s Director of Research Prof Habu Galadima said concern about the increasing number of centrifugal forces within the Nigerian federation had been expressed by experts, opinion leaders, civil society organisations and many others at all levels of government which requires urgent attention.



He argued that despite guiding principles, Nigeria’s federal system faces the challenge of finding a balance between economic principles of equity, efficiency and effectiveness in allocating powers and resources.

Juma said: “What factors have proven key to the success or failure of federalism in Nigeria to play its potential role in reversing or quarantining deep rooted conflicts, how can Nigeria’s federalism maintain a dynamic equilibrium between centrifugal and centrifugal forces in the country without excessively overheating the political system.

“In what ways can the conflicting interests regarding the allocation of responsibilities, functions and revenue sources be accommodated to promote equitable development in the federation, fiscal responsibility, accountability and transparency and reconcile national and regional interests regarding natural resource.”

Former Minister of Information Prof Jerry Gana said it was unfortunate that the report of the 2014 National Conference had not been opened by the government.

He said the report was made up of 600 recommendations which could lead to fundamental changes.

“In a true federal system, power and functions must be wisely devolved to the federating units and adequate resources generated and not allocated to the federating units to perform their functions effectively,” he said.

To another former Minister of Information, Prof. Sam Oyovbaire, it is wrong to be calling for “true federalism” because there is no false federalism.

He said: “Federalism is federalism whether in the US, Canada, Australia or in Germany. There is no true or false federalism.”

The co-founder of the African Policy Research Institute, Ambassador Sunday Dogonyaro said “Nigerians must stop deceiving themselves by saying that the union is negotiable when the policy actions are not in tandem with this argument.”

According to him, apart from a few elite, nobody is comfortable with the present arrangement.

“Studies have tend to suggest that the current federal arrangement is neither viable not sustainable,” Dogonyaro said.

BUSINESS activities in some parts of Port Harcourt have been hugely on a low ebb as many traders closed shops following the holiday declared by pro-Biafra agitators.

The Indigenous People of Biafra and Movement for Actualisation of Sovereign State of Biafra had declared a May 30 a public holiday for their supporters to commemorate 50 years of the declaration of the secessionist state of Biafra.

They also said they wanted to remember those who died in the Nigerian civil war fought between Nigerian troops and rebel Biafra forces.

A News Agency of Nigeria check around the city showed that major business areas, especially those dominated by Igbo traders, were shut down.

Some traders who were seen around their business premises said they came to monitor the situation and not to open for business.

Some normally very busy roads, such as the Port Harcourt/Aba expressway, Ikwerre Road and the East/West Roads witnessed light traffic.


Meanwhile, some traders at the Building Material Market and the Nkpolu Oro-worukwo Shopping Centre, Mile Three Diobu, Port Harcourt, expressed support for the groups’ call.

Chief Ike Nwaugo, a trader said that the market union had given a directive stopping traders from opening their shops for business during the holiday.

Nwaugo said: “Nobody will open for business today; it is a directive even from the union in compliance with the call by the agitators of Biafra.”

A trader at the Oyigbo Truck Park, Ignatius Okorie, said that the holiday declared in honour of Biafra was responsible for the low economic activity in the area.

Okorie said: “Many people are at home, economic activities are at a very low ebb, the call for holiday is the cause of all these.”

However, a lawyer, Chijokwu Wombu, has criticised the observance of the holiday by some traders in Port Harcourt, saying, “it is of no meaning”.



He said the traders staying at home in adherence to the declaration of holiday did not make Rivers part of Biafra.

Wombu said: “I see the whole thing as mere showmanship, the traders merely pretend to have closed shops, but they are all milling around the business premises.

“I tell you that they are in business, just go close and ask for something, you will be surprised that they will sell to you, people should stop being deceptive.”

FORMER media aide of ex-President Goodluck Jonathan, Reno Omokri, has hailed Osinbajo as a better leader than President Muhammadu Buhari.

He also claimed that Nigeria’s economy has been better, since President Muhammadu Buhari left for the UK for follow-up medical treatments.

Omokri said this at The Conservative International Summit in Miami, Florida, on saturday.




He stated that the value of the naira picked up during the period that Buhari left the country.

“The Nigerian Stock Exchange contracts when President Buhari surfaces and expands when he goes on his many foreign trips especially to his London doctors,” Omokri said.

CONTRARY to believe that the National Leader of the All Progressive Congress and former governor of Lagos State, Ahmed Tunubu hails from the state, Former National Deputy Chairman of the Peoples Democratic Party, Chief Olabode George has said Tinubu is not a Lagosian but hails from Osun State.

George stated this while accessing the progress of Lagos for the last fifty years stating that Lagos is the only state in the country that can accept a non-indigene as governor.

In an interview he granted Tunde Thomas of Sun Newspaper, George said Lagos doesn’t discriminate against anybody, while of the view that a time is coming when an Igbo man, Hausa man, Igala man, will become the state governor.

“Former Lagos State governor, Bola Ahmed Tinubu is not a Lagosian. He is from Iragbiji town in Osun State, but was he not given opportunity to excel in Lagos State? Tinubu is not from Lagos State, and yet he became the state governor.

“Yes. Quote me, Tinubu is not a Lagosian. He is from Iragbiji in Osun State. I’m not talking politics here but speaking fact. Tinubu is not a Lagosian but Lagosians accommodated him, and gave him opportunity to excel. That’s one thing about us in Lagos State – we don’t discriminate, we welcome all, and we allow you to realize your potentialities,” George was quoted as saying.

Social Times learnt that Tinubu, who bagged chieftaincy titles of ‘Jagaban’ of Lagos and Borgu Kingdom in Niger State, was elected Senator for the Lagos West constituency in Lagos State in 1993, just before a military take-over in December 1993.

After the return to democracy, he was elected governor of Lagos State, holding office from 29 May 1999 to 29 May 2007.

Born on 29 March 1952 in the city of Lagos, Nigeria. He attended St. John’s Primary School, Aroloya, Lagos and Children’s Home School in Ibadan. Tinubu went to the United States in 1975, where he studied first at Richard J. Daley College in Chicago , Illinois and then at Chicago State University. He graduated in 1979 with a Bachelor of Science degree in Accounting.

FORMER Aviation Minister, Femi Fani-Kayode has attacked Minister of labour and Productivity, Dr. Chris Ngige for saying Igbos should not complain because they did not invest in bringing President Muhammadu Buhari to power in 2015.

Ngige had during the week lamented that all his efforts to persuade the Igbo to wisely invest in Buhari’s presidential bid in 2015 failed because of lack of co-operation by many South-east leaders, who threw their weight behind former President Goodluck Jonathan.

In his reaction, Fani-Kayode, who has recently been speaking for the Igbo people, described the former governor as an unrepentant slave and called him unprintable names.

He said Ngige had sold his soul to the devil and that he was eating crumbs from his master’s table.

In a post on his twitter handle, FFK said, “The devilish dwarf and little pygmy that said Igbos should not complain about marginalization because they did not vote for Buhari is a village idiot, a compound fool and an unrepentant slave.

FORMER President Olusegun Obasanjo said yesterday that the 30-month Civil War fought was never meant to exterminate the Igbo, but an altruistic attempt to bring “our brothers and sisters” back to the fold of one Nigeria.

Although federal troops thought the war could be won within three months, they almost lost it, Obasanjo said.

The former president, who spoke of the need for the Federal Government to negotiate with Biafran Republic agitators, recalled that he was one of those who wrote the war’s operational manual.

Acting President Yemi Osinbajo said Nigerians must continue to learn from the history of the civil war and stop beating the drums of a second civil war. The wise learn from history, experience remains the best teacher for a fool.

Obasanjo, as the Commander, Third Marine Commando Division, accepted the surrender of Biafran forces on January 12, 1970, after three years of war.

He spoke at an event tagged “Memory and Nation Building: Biafra 50 years later”, organised by the Shehu Musa Yar’Adua Foundation,

He said: “We really never had a national leader. We had three leaders at the beginning of our journey as a nation who were mindful of their different regions and that remains our problem till today.

“Even in the process of our movement towards independence and when you compare with other countries, they were talking about freedom and unity. When you look at the speeches of our leaders, they talked of freedom, they talked of progress but they rarely talked of unity.



“So, the unity they never talked about, and scarcely worked for, has eluded us and that should be our starting point. So when of course the military, for whatever reason, and I have maintained that the young officers who struck in 1966 were naïve, but there was an element of nationalism in some of them.

“But, be that as it may, it set us back and we moved from the political instability to military coup and then the pogrom, the separation and the civil war. I was one of those who wrote the operation order for the civil war.

“We thought we would end it in three months, and then bring our brothers and sisters back; we allowed six months, just for the unexpected. The civil war took us 30 months and the federal side nearly lost it.

“Talking about reconciliation, right from the beginning of the war, reconciliation was on the minds of those of us on the federal side. If the plan was to exterminate the Igbos, the federal troops would not have operated by its own special code of conduct as well as the Geneva Convention, nor would the federal government have allowed foreign observers into the country.

“If it was a war to exterminate; a war that did not put reconciliation in mind, then what would foreign observers be doing? We had foreign observers who were filing reports and even empowered to investigate allegations and they did.

“Civil war is more difficult to fight than fighting in a foreign land or to exterminate because we were fighting to unite and if you are fighting to unite, how much do you have to do to prevent annihilation.

“All the people who are agitating for Biafra today were not even born during the war. They do not even know what it entailed. Nigeria must be loved and we must treat Nigeria as we treat love affairs. It must be massaged.

“Nigeria must be massaged by all of us. No exception. It’s like a husband and wife. If when you have issues, your wife would always say she is fed up and wants to go and everyday that is what you get, one day, you would become fed up and say, ‘ok you can go’, but if there is any misunderstanding and you come together to solve it, then you would almost live forever.

“And I will say that we should even appeal, if anybody says he wants to go; not that we will say, ‘ok, you can go if you want to go. Do not go’. There is enough cake for each of us. And if what you are asking for is more of the cake, then try to ask in a way that is pleasant, not in a way that could make others feel that you are not entitled to what you are asking for.”

OLUSEGUN Obasanjo, former president, on Wednesday, said the Boko Haram insurgency became a monster because it was not adequately addressed right from its infancy stage.

He said this on Wednesday at a workshop on the prevention of violent extremism in Abuja.

Obasanjo said violent extremism often festers as a result of indifference on the part of constituted authority.

He noted that Niger Delta militants were once regular people who had grievances which no one paid attention to.



“Violent extremism does not just spring overnight. For me, each of us has some form of extremism in us. What then makes extremism go violent? This happens when grievances are not immediately addressed,” he said.

“They go violent when they are left unaddressed or untreated. I want to illustrate with two or three examples. The militants in the Niger Delta did not start as militants. They started as people who felt they were not getting what they deserved within the economic and social millieu of Nigeria.

“I went as the Nigerian President and I was shocked about what I saw of the oil companies and the settlements of natives, where they had no water, no electricity, and no road. Their poverty was not addressed.

“When they failed to get attention and get their situation addressed, violence became part of their solution. The solution lies in developing that community.

“Also, the Boko Haram insurgents that are raging now, was started by Mohammed Yusuf who was normal, learned in Islamic religion and a good orator and preacher. When he was confronted with the poverty and lack of job opportunity for his followers, he decided to try and find a solution.

“What should we have as our narrative today? I have always maintained that it should be the stick and carrot approach. We did not have a stitch-in-time for the Boko Haram. It has festered and gone beyond Maiduguri and Nigeria and we have a monster. If we had tamed it much earlier with the right narrative, with the right action, the story might have been different.”



The workshop was organised by the Club De Madrid, European Union Delegation, Stop Violent Extremism Madrid + 10, Partnership Against Violent Extremism and the Counter Terrorism Centre.

PRESIDENT Muhammadu Buhari’s letter of vacation addressed to National Assembly failed to address the Vice President, Prof. Yemi Osinbajo, as Acting President while he is on vacation.

This led to an uproar in the Senate on Tuesday when the letter was read.

President Buhari proceeded on an indefinite vacation on Sunday.

The letter by Buhari to the Senate only informed the National Assembly of his departure for medical trip, adding simply that Osinbajo will coordinate the activities of government.

Disturbed by the content of the letter, Senator Mao Ohabunwa, who raised a Point of Order, said there is no provision in the constitution for a Coordinating Vice President.


Ohabunwa said the only provision in the constitution is Acting President.

He submitted that the content of the letter is ambiguous and not explicit enough.

However, the Senate Leader, Ahmad Lawan, in his reaction, said Buhari has done what the constitution stipulated and therefore any word used in the letter is irrelevant.

Lawan said: “Mr. President, let me say that the Point of Order raised by my colleague and the explanation that subsequently follows shouldn’t have been and my reasons are simple.

“I still rely on the first paragraph of that letter which Mr. President wrote to this Senate and read by the President of the Senate and I will read section (145), which reads: Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration, that he is proceeding on vacation.

“Any other word in this letter or indeed anywhere else is irrelevant.

“I therefore feel that Mr. President has done what the constitution requires him to do and I urge this Senate not to go ahead to discuss this because its not an issue.

“We have the budget and so many other serious issues for us to discuss and Nigerians are waiting.”

The Senate President, Dr. Abubakar Bukola Saraki, said in his ruling: “I think it is a very clear issue and what we should be guided by is the constitution and I think that it is clear, the letter has referred to the constitution and there’s no ambiguity in the constitution.

“So, I don’t think there’s any issue there.

“Let me first rule you out of order Senator Mao.”

Buhari had in letter forwarded to the Senate said: “In compliance with section 145 (1) of the 1999 constitution as amended. I wish to inform the distinguished Senate that I will be away for a scheduled medical followup with my doctors in London. The length of my stay will be determined by the doctor’s advice.

“While I am away, the Vice President will coordinate the activities of the government. Please accept the distinguished Senate President the assurances of my highest consideration.”

THE 2017 Budget was on Tuesday morning laid before the Senate.

With the laying, the process for the consideration and passage of the Budget has begun in the Senate.

The Chairman of the Appropriation Committee of the Senate, Senator Danjuma Goje, had two weeks ago said the laying of the Budget was delayed by the raid on his house by the police.


Goje alleged that some of the documents carted away by the police had to do with the Budget.

The police denied the allegation, but then returned all the documents and cash taken away from the house.

A member of the House of Representatives, James Faleke, says the delay in the passage of the 2017 budget is to avoid issues of “budget padding”.

Faleke, who spoke with newsmen after a closed-door meeting with All Progressives Congress stakeholders from Kogi State at the party’s National Secretariat in Abuja on Monday, said the budget was ready for passage.

He said: “It is not about delay but doing the right things; if we hurriedly do it and get things wrong, Nigerians will condemn us.”

Faleke, however, said what the House tried to do was to do the needful once-and-for-all, with the budget details submitted.

The lawmaker confirmed that there was crisis in the Kogi State chapter of the APC, but declined further comment on the issue.

He said Nigeria would have collapsed if President Muhammadu Buhari did not win the 2015 presidential election.

Faleke said: “It is true that the party will be two years in power by May 29.

“I can tell you sincerely that the country has moved forward from what we used to have.

“We have done a lot in terms of re-organising our income, especially with regards to what the Federal Government gets as revenue.

“You cannot imagine how much has been recovered from individuals. If the looting had continued, this country would have collapsed and I want to give kudos to the president for having done that.”

He, however, admitted that there were still areas to be improved on, adding: “in governance, you cannot have it all because it is a continuous circle.

Education / VC Gives Herdsmen Ultimatum To Withdraw Cattle From Campus by PMBNG(m): 10:08pm On May 08, 2017
PROFESSOR Enefiok Essien, the Vice-Chancellor, University of Uyo, has ordered herdsmen operating within the university community to relocate their cattle from the campus within two weeks.

Essien, who made the call at a meeting with the herdsmen, led by their head, Alhaji Farouk Miyetti Allah, in Uyo on Monday, said the action would prevent cattle from constituting a nuisance to the environment.

According to a statement by the university’s Director of Public Relations, Godfrey Essien, the vice-chancellor said the order became imperative as part of efforts to promote peace and unity on the university campus.


The deadline that was given to the herdsmen, which began on April 28, would expire on May 11.

Essien noted that herds of cattle were constantly moving around the university main campus and called on the herdsmen to restrain their cattle from entering the institution to avoid conflicts.

The vice-chancellor also directed the Chief Security Officer of the university, retired Lieutenant-Colonel Nkana Efik, to liaise with the herdsmen in efforts to relocate the cattle from the campus within the time frame.

Essien thanked all the parties at the meeting for their useful contributions, understanding and commitment to ensuring peace and unity in the university.

PRESIDENT Muhammadu Buhari is billed to receive the 82 Chibok girls released on Saturday by the Islamic sect, Boko Haram.

A statement on Saturday night by the Senior Special Assistant on media and publicity, Garba Shehu, said that the girls were exchanged for some Boko Haram suspects in custody.

It reads “The President is pleased announce that negotiations to release more of the Chibok Girls have born fruit with the release of 82 more Girls today.


“After months of patient negotiations, our security agencies have taken back these abducted girls in exchange for some Boko Haram suspects held by the authorities.


“The Girls are due tomorrow in Abuja to be received by the President.

The President expressed his deep gratitude to security agencies, the military, the government of Switzerland, the Red Cross, local and international NGOs for the success of this operation.

‘It may be recalled that when the first batch of 21 Girls were released in October last year,the President directed the security agencies to continue in earnest until all the Chibok Girls have been released and reunited with their families.

“The President has been receiving full reports from the Director-General of the State Security Services at each stage,” he added.

THE Joint Admissions and Matriculation Board (JAMB) has urged prospective candidates for its Unified Tertiary Matriculation Examination (UTME) to crosscheck the data on their registration forms for the last time on May 6.

The board’s Head of Media and Information, Dr Fabian Benjamin, made the call in an interview with the News Agency if Nigeria (NAN) on Saturday in Lagos.

The call comes ahead of the 2017 UTME scheduled for May 13 across 633 centres nationwide.

NAN reports that registration of candidates for the examination was closed by the board by 12 midnight on Friday, May 5.

According to Benjamin, the call for the crosschecking of data by prospective candidates was to ensure total inclusiveness.

He added that the board intended to ensure that no candidate was left out during the examination due to one reason or the other.

“All candidates who desire to do any change on their registration details are urged to do so today as the platform closes finally by 9 p.m. of Saturday May 6.

“We are giving all the candidates the last chance to ensure that everyone is carried along and provided with equal opportunity.

“We also want to avoid a situation whereby candidates will have cause to complain of one incident or the other just before the commencement of the examination,’’ Benjamin said.

A pro-democracy group, Concerned Nigerians, has vowed to shut down Nigeria if President Muhammadu Buhari does not address the country in the next two weeks.

In a statement on Saturday, the group said it was worrisome that Buhari had not appeared in public in several weeks.

The statement, signed by the group’s Convener, Deji Akinyanju, and General Secretary, Dr. John Danfulani, said: “For several weeks, the health of President Muhammadu Buhari has been the source of speculation. He has not appeared in public for several weeks and has failed to attend several official functions including Federal Executive Cabinet meetings.

“The handling of the situation relating to President Buhari’s health has led to a lot of political uncertainty in the country. This economic uncertainty has in turn led to a lot of economic uncertainty due as major economic stakeholders and players are unable to make short, middle and long term economic decisions.


“Furthermore, the uncertainty about President Buhari’s health is stoking ethnic and religious tensions. Only recently a user of the social networking site – Facebook – threatened to kill 200 innocent Nigerians if President Buhari dies. This threat may not be unconnected with rumours making rounds in the northern parts of the country that President Buhari was poisoned.

“To this end, we call on President Buhari to, as a matter of urgency, publicly address the nation on the state of his health and other national issues. Such an address will go a long way in assuaging the socio-economic and political tensions.

“If President Buhari fails or refuses to address the nation within 14 days of this statement, we will commence a series of nationwide peaceful processions calling on President Buhari to resign from office. The processions will also call on the Federal Executive Council and the National Assembly to set up a committee to assess his health in line with Section 144 of the Constitution if he fails or refuses to do so.


“While we recognise that illnesses can afflict anyone, particularly someone of President Buhari’s age, an occupant of the Office of the President has to be more forthcoming with information regarding his health. It is an obligation that the President bears to conduct himself in a manner that does not affect the peace, order and good governance of the country.

“In all this, we wish President Buhari a speedy recovery from the illnesses that plague him. However, we believe that he can no longer recover in a manner that plagues the entire country.

“God bless Nigeria.”
