Setbacks/challenges that plagued the project from the onset have been highlighted below


- Non-development of the raw material site and Infrastructure.

One of the popular attributes of the Nigerian state is building a dam without a river. In 1973, when Iron ore of the required quantity and quality was discovered in Itakpe, a chain reaction that would lead to the development of the Ajaokuta steel company was set in motion. Even thou the Ajaokuta steel mill was started in 1979, the award of the contract for the construction of the rail line to bring the raw materials to the steel mill and to Warri, Delta state to serve the world market was not awarded until 1987. The rail line is still incomplete as of today and the contract for the completion has been awarded to the China Civil Engineering construction company.

- Non-availability of indigenous capacity to operate and manage the plant
The Ajaokuta steel plant has a highly sophisticated assemblage of 43 different plants out of which 40 are already completed. The complexity of the operations led to the involvement of foreign experts from the start.

In 1970, TYAZHPROMEXPORT (TPE), a Russian company were initially contracted to carry out a geological survey of the iron ore deposits and later to prepare the preliminary project report for the proposed Ajaokuta steel company.in 1979, TPE started the project and executed it to 98% completion in 1994.

In 2003, The Ajaokuta steel plant was conceded to Messrs SOLGAS ENERGY, an American firm on a 10-year tenure. The concession was terminated by the federal government of Nigerian due to Non-performance.

In 2005, Another concession was granted to Global Infrastructure Nigeria Limited (GINL), an India company. The contract was also revoked by the Federal Government due to Non- performance.

The history of Ajaokuta steel company is interwoven with management by foreign companies. Although the management and operation of the Ajaokuta steel plant is currently in the hands of the Nigerian Federal Government, there are already plans for another round of concessions to viable foreign companies.

- Corruption
Nigeria is plagued by a virus diagnosed as corruption. This virus as affected every sphere of the Nigeria state of which the Ajaokuta Steel company is not immune.

From an over bloated project sum to the concession of the steel company to non-viable actors. The Ajaokuta steel company has suffered heavily from the fatal illness called corruption.

Every now and then, the debate about the Ajaokuta steel debacle props up, the Nigerian National Assembly collects sitting allowance to discuss the issue, project vehicles are purchased to visit the steel company and money is allocated for the maintenance of the dilapidated steel company. All this adds to the cost of a project that as yet to be completed 40 years down the line.


Below are possible solutions to the debacle faced by the Ajaokuta steel company.

- Enter renegotiation with the original designer and builder of the steel plant (TYAZHPROMEXPORT) to complete the project.

- Critical evaluation of the state of assets in the steel company to identify those that need replacement.

- Critical Investment analysis of the Ajaokuta steel company.

- Development of indigenous capacity to operate and manage the steel plant.

- Political will to ensure completion of the project.

- Adopting the report by the Nigerian society of Engineers recommending the unbundling of the of the sector into an upstream sector
focused on raw materials and the downstream sector, a metallurgical company.


Despite consuming $10billion of public funds, it is estimated that the Ajaokuta steel company requires an additional $2billion to attain 100% completion and roll out its first sheet of steel. Until its operational, the Ajaokuta steel company would continue to be a drain in the government pockets through the allocation of funds for payment of salaries to the steelworkers and the maintenance of the non-operation steel plant. An operational Ajaokuta steel company would the backbone of the Nigerian diversification and industrialization drive, with a potential to boost the economy and provide employment opportunities for thousands of Nigerians.

After 40 years of wandering the industrial desert, the promised land of Nigeria’s diversification and industrial drive is still just a dream.

In 1979, the journey to build the largest steel mill in Africa began with an $8billion budget and the Soviet Union in the driving seat. By 1994, 40 of the 43 plants at the facility were completed, bringing the steel mill to 98% completion. At full capacity, the steel plant is projected to produce approximately 3million metric tons of steel annually but as of January 2018, the Ajaokuta steel mill is yet to produce a single sheet of steel.

The story of Ajaokuta steel company is akin to the story of Nigeria. Corruption, poor planning and mismanagement turned a dream into a nightmare where billions of Naira is appropriated monthly to run a non-operational steel mill. Of the 10,000 housing units planned for the staffs and support staffs of the steel plants, only 4,000 was completed. These buildings are now being occupied by civil servants paid monthly to run a non-operational steel plant.

SAND –

This is easily obtained from the mix ratio of 1: 6 which can be simplified as 1 part of 6 cement to be mixed with 6 part of the sand
We would then obtain the volume of cement to be used and multiply by 6
One bag of cement weights 50 kg
Volume of cement = 50kg x 16
=800kg
Volume of sand required = 800 x 6
=4800kg of sand
Sand is usually purchased in tonnage in Nigeria, of which 1000kg = 1 ton
Therefore, Volume of sand required = 4800/1000
=4.8 tons of sand

In summary, we would require 732 blocks, 16 bags of cement and 4.8 tons of sand for the simple floor plan above.

CEMENT –

Cement is mixed with sand in a mix ratio of 1:6 to make mortar used in bonding the blocks together. Cement is one of the most important building construction materials since its invention by Joseph Aspdin in 1824.
To estimate this, you need to understand the blocks and mortar
Blocks
For placement of mortar, we describe the parts of the block where the mortar is to be placed as (PERPEND AND BED)
Perpend- The Vertical side of the mortar between two blocks
Bed-The horizontal side of a block for placement of mortar
Mortar
Mortar is a mixture of cement and fine aggregate ( sand, stone dust) in a mix ratio of 1(cement): 6 (sand). The
The mortar is going to be 25mm thick for both the perpend and the bed.
Mathematically and from Experience, A mortar made from one 50kg bag of cement can be used to bond an average of 48 number of 9inch blocks and 60 number of 6 inches blocks

Total number of cement required = Number of blocks/number of blocks to be bonded by one bag
= 732/48
= 16 bags of cement

Let's prove it,
From the image, we can deduce that it’s only the width of the blocks (3inches, 6inches, 9inches) that varies, other dimensions remain constant.
The surface area of one 9inch sancrete block measuring at 225mm x 450mm
=0.10 m2
We now obtain the number of 9inch blocks in 1m2 of wall
Number of blocks in 1m2 = 1/0.10
= 10 blocks
Since we have established that 10 numbers of blocks make up 1m2 of the wall, then we obtain the number of blocks that would make up 66.5m2 of wall

Number of blocks required for our simple plan = Area of block wall multiplied by the number of blocks in 1m2
= 66.5 x 10
= 665 number of Blocks
We increase this by 10% to cater for bonding (Masons would cut some blocks in half to enable them to achieve adequate bond) and wastage during construction.
= 1.1 X 665
= 732 number of Blocks

BLOCKS –

Step 1 – Obtaining the Area of the block wall
We obtain the area of the wall by multiplying the height x the wall perimeter (The perimeter is a summation of the length of all the walls in the floor plan)
The perimeter of block wall = 24.3m
Area of the wall = 24.3 m x 3.125m
= 76m2
We then subtract the area of the Openings (windows and doors) from the wall area (Obviously, there won't be blocks laid in the window and door area)
The width of the window and doors is shown in the simple floor plan, the heights are generally specified in the architectural design. For this calculation, we shall assume a door height of 2.1m and widow height of 0.9m
Total openings (Area of windows + Area of doors) =9.5 m2
Total Area of Block wall = Area of the wall – Area of openings
= 76m2 – 9.5m2
=66.5m2
Step 2 – Obtaining the number of blocks required
Mathematically, 10 numbers of 9inch blocks make up 1m2 of the wall.

Eko Atlantic city is a 10sqkm ultra-modern city under construction in Lagos state, Nigeria. It is situated on land reclaimed from the ocean using the latest land reclamation technology.

The city borders Victoria island and Leki to the north while its entire southern, eastern and western borders is a coastline which brings up the issue of the devastation an ocean surge could cause. The possibilities of ocean surges were catered for with an 8.5km long sea wall. Testing of the sea defence system took place in DHI institute, Denmark, which shows the level of planning that has gone into the project.
The project is funded through a public-private partnership between a consortium of private companies and the Lagos state government with the support of the Nigerian federal government, although all the funds for the project are coming from the private companies and investors.

The Eko Atlantic city is meant to put Nigeria on the world stage with state of the art infrastructure coupled with Engineering and Architectural marvels that can rival even the famous Dubai. The city has its own independent 24 hours power supply of about 50mw expandable to 1.5Gw, an independent water treatment system and state of the art telecommunication systems.
The city would cater for the residential, commercial, financial and tourist needs of the select few who can afford to live in the city. A two bedroom apartment in one of the towers under construction is valued at N168,000,000 naira, which drastically reduces the number of wealthy Nigerians who can afford to live there. The city is planned for a population of 250,000 residents.

This projects once again proves the long-term goals of the Lagos State government in becoming an economic powerhouse in Africa and the world at large. The other 35 Nigerian states are lagging behind lagos state in all spheres of Economic, Infrastructural and Human development, Unfortunately, this also translates to the Nigerian state as a whole.
Several Nigerian states like Delta, Rivers and Cross river who enjoy the same Geographical advantage as lagos states have seemingly allowed the Virus called crude oil to cloud their Judgment in making Economic plans.

Hopefully, the completion of this project would awaken the other 35 Nigerian states from their slumber and help them realise the potential they possess. The Federal Government of Nigeria can also learn a thing or two from the economic plans of the Lagos State Government.

This no longer news its already commissioned for use.
Updated the post to reflect the fact that it has been completed, been following the bridge for up to 5 years now, due to increasing cost, construction and political issues the project kept on being delayed. Even at that, 7 years and 6 trillion for a 55km bridge that's meant to withstand earthquakes and some of the harshest environmental factors is a marvel to be celebrated.
I intended to highlight the several lessons Nigeria can learn from this. We abandoned the Ajaokuta steel industry( Which I am finishing up an article on), abandoned the River Niger dredging and lots of so many projects that could have placed us on the map.

China holds the record for the worlds longest sea bridge at a cost of 6 trillion naira and seven years of construction time. The bridge spans a record-breaking 55 kilometres, that’s 5 times longer than the third mainland bridge which connects Lagos island to the mainland.
The Chinese record-breaking bridge connects mainland China with its autonomous provinces of Hongkong and Macao. It would cut travel time from a whopping 3hrs between Zhuhai in mainland China and Hongkong to a mere 30minutes. The bridge is meant to boost economic activities between mainland China and its autonomous provinces and also affirms chinas grip on the autonomous provinces.

Nigeria can learn a lot from the planning and execution of this bridge. The quality of a nation's infrastructure reveals the economic situation of that nation and China is a perfect example of the correlation between Economic growth and world-class infrastructure. Unfortunately, Nigeria exudes very poor basic infrastructure and in some cases a total lack of such infrastructures.

Lack of funding and corruption eats away any chance of having a marvel like the Chinese sea bridge. Cases like the second Niger bridge, where a lack of political will and unavailability of funds have hampered the construction of the bridge.The completion of the Second Niger bridge would have lead to a boost in the volume of Economic activities in Nigeria, especially in the Southeastern axis.
There are plans for a fourth mainland bridge that would be funded through a PPP agreement between the Lagos state govt and a consortium of private firms. The bridge is proposed to span 38km and costs a whopping 844bn naira. When completed it would set a record as the longest bridge in Nigeria and overtake the 6Th October Bridge (20.5km) in Egypt as the longest bridge in Africa.
Aside from breaking records and being an architectural Marvel, the 4th mainland bridge would make a statement to the world that Nigeria is finally ready to take its place as the economic powerhouse of Africa.

A building is a closed structure that is used for both industrial and residential purposes. A building is said to have collapsed if the deformation of one or more of its constituent members makes it unsafe for its intended use.
Construction of buildings that require structural supervision is undertaken by a Civil engineer. The Council for the Regulation of Engineering in Nigeria(COREN) and the Nigerian Society of Engineers (NSE) are responsible for the accreditation and Certification of engineers in Nigeria, they also have the responsibility of checking the structural integrity of ongoing construction works in Nigeria.
Two of the most notable building collapse of recent times in Nigeria are the Synagogue church all Nation building collapse and the Uyo church roof collapse which lead to several dead and dozens injured.

Below are the major causes of a building collapse in Nigeria
1. POORLY DONE OR LACK OF STRUCTURAL DESIGN IN NIGERIAN BUILDING PROJECTS

Several building projects in Nigeria that require a structural design either do not have one or have a poorly done structural design.
It’s the responsibility of the building approval agencies in the 36 Nigerian states and the Federal capital territory to scrutinise the structural drawings before given the approval for construction. Sadly, several poorly designed structures fall through the cracks and are given approval for construction.

2. CORRUPTION IN THE BUILDING APPROVAL AGENCIES

Several cases of building collapse in Nigeria boil down to the building approval agencies turning a blind eye to the construction of buildings without the requisite approval from the building approval agencies.
The site supervisor after paying the requested bribe is now left without oversite supervision from the building approval agencies, this now influences the supervisor a view of cutting cost which can be detrimental to the structural integrity of the structure.

3. SUPERVISION OF STRUCTURAL WORKS BY UNQUALIFIED PERSONS.

There are several cases of buildings that require structural supervision being supervised by persons without the requisite training to supervise structural works. Cases like high rise building being supervised by Architects and Artisans without the presence of an Engineer.

4. USE OF SUBSTANDARD MATERIALS IN THE NIGERIAN BUILDING CONSTRUCTION INDUSTRY.

Due to the absence of a quality control agency in the Nigerian building construction industry, a lot of substandard materials find their way into construction sites all over the country. The most common example is the substandard High yield reinforcement bars being sold all over the country. The design strength being used for the high yield bars in structural design is 410-460N/mm2 but there are cases where the reinforcement bars undergo tensile strength test and fails to meet up to 370N/mm2.

The causes of building collapses in Nigeria discussed above can be averted by the following measures-
- Due diligence by the client in awarding of contracts to competent engineers duly registered by COREN AND NSE
- Strict measures by COREN AND NSE to ensure only qualified engineers are inducted
- Effective Quality control of building materials in Nigeria
- Taming of corruption in the building approval agencies

With the causes and remedies discussed above, it can be said that the building construction industry in Nigeria is in dire need of an intervention by the relevant state and federal agency to avert further building collapses in Nigeria
