No need for the UN. Given the close proximity of Azumini to the sea.. Less than 50 nautical miles, stopping movement is tantamount to declaring a war. The best they could do is have a jointly signed agreement... Azumini blue River is a tributary to the Atlantic Ocean which is very very close.
