So far na same level and step

Seniority is inconsequential

Seniority is inconsequential until you guys reaches level 16/17 and one of you need to be a Director, then you'd know that seniority ACTUALLY matters.
Re: How Do You Determine Seniority With Staff On The Same Level And Step? by NoToPile: 10:59am On May 11, 2021
It goes like this

If seniority is to be determined in civil service and both officers resumed same day, same grade level everything same.

The will check the date of assumption of duty in this case the person who came in the morning is the senior whoever signs first on that register is the senior even if there's no signing time.No 5 is the senior to No 6.

Two staff in one of the Federal Ministries got employment letter the same time, with the same grade level and step, both of them did documentation/assumption of duty the same day.One did in the morning while the other did his in the afternoon but the time was not recorded.
Now the question is how do you determine seniority between this two on the nominal roll?Pls admin gurus in the civil service should help out here because this is exactly what a friend is passing through in her place of work.
The one that did in the morning will have file no before the other. They can't have same file no. Hence, he is the senior.
If I do documentation by 12 noon and you did yours later even if it's 12:01pm....My dear, I m your senior according to the public service rules

Seniority is not only use when choosing a director.

It's also use to choose a caretaker of a department if the boss is unavailable

Exactly

The OP asked a question which specifically concerns the Civil Service, and I'm stunned people who aren't Civil Servant and who've never been in the Public Service are presenting UNINFORMED OPINIONS as if they are actually WELL INFORMED.

You're correct as well. I've mentioned something similar in another reply I made to someone earlier on the thread. I talked about being in a meeting less than 24 hours ago.

Also, seniority at the directorate level also determines the sitting arrangements in official functions.
Re: How Do You Determine Seniority With Staff On The Same Level And Step? by Tareq1105: 11:10am On May 11, 2021
Seniority is determined by the first person to be documented upon assumption of duty. The evidence of documentation is your File number.

If my File number is 2041 and yours is 2042 (documented some minutes after me), automatically I'm the senior even though we have the same qualifications, same grade level and step, employed same day.

Is your salary determined by seniority.

What works well in office enviroment is mutual respect and maturity.

Over time performance merits or nepotism will set record for seniority

staff number tells the senior. One person's number must come before the other even if you submitted your documents at the same time. One person must be number one while the other number two. Number one automatically becomes the senior.

You are right.

Even below the directorate levels things similar to this plays out sometimes.
Something as simple as writing a list of those in the department you write based on grade level, you can not write randomly grin

Through their PIN. Employee on the same rank have their various PINs also, so each PIN helps to identify the month, year and file number of each individual.

. Date and time of Resumption determine the seniority. For example John are Ade are employed as Admin Officer 1 John resumes on May 12 2021 at 8 am while Ade resumes on May 12 2021 at 8 15 am .John is the senior of the two officers .So in future if they maintain the same progression and they want to appoint the Registrar.John will be appointed first before the turn of Ade.

I believe you have official numbers. The person whose number comes first is the senior. At least, that's the way it is done in the military.

There is no seniority is this case however, the role you fill and who your functions attaches to could be a subtle line of relevance and thus your importance. You can be a driver but your role and functions to the CEO or director can give you the leverage to be highly regarded than the PA or Department head.

So wherever or whatever position we find ourselves, let's be effective and diligent.

The recruitment was done at the same time. It doesn't matter who open file first but their age will be a key factor of determining the senior.

One thing that can be used is this if one is a BSC holder he will be taken as the senior while the other that is HND holder is the junior. You can still consider whoever that firstly concluded his or her documentation.

Position in the civil service like Permanent Secretary, Head of Service et al involves REAL POLITICS, no doubt. And I clearly understand what you meant by higher authority.

But on a normal day in a Ministerial Directorate (like where I work), seniority, GL and step is what matters.

Seniority will be established through their Staff ID Numbers.

The one who first registered will usually have a number that precedes the other. He submitted his file first and normally would receive a file ID which in many organizations will transform to the staff ID.

Staff Identity Numbers are usually serial.

It is also not true that because they are unconfirmed or not promoted, there is no senior. This is absolutely untrue. If both of them are nominated for an exercise the one who is considered senior assumes the position of Team Lead and responsible to ensure that the exercise is properly executed.
Bro,this is exactly the case now and they are putting the man above her to head a unit. She did her documentation before this man and her name has been appearing before this man until the opportunity came. They now placed the man`s name above her.

Age is not a key factor used in determining seniority in the Civil Service, especially in a Government Ministry like the OP stated.

Yes, y'all might've been hired during the same recruitment exercise. If you're successful, the Government through the (State) Civil Service Commission or (Federal) Civil Service Commission issues you a TEMPORARY APPOINTMENT LETTER. You'll follow this up with something called ACCEPTANCE LETTER.

It doesn't matter if you're 35 years old and I'm 20, in as much as I write my acceptance letter first, submitted it, it was received and a file is open for me at the Open Registry before you.

If you really care about what happens afterwards, read this:

The only way you can become my senior based on the scenario I've explained above is that I fail to register, take and pass Civil Service Examinations that I'm required to or/and I fail to pass promotional examinations, too.

Here's a screenshot of the the copy of PSR book I used for my Civil Service Exams.
