The map is just like a proposed Bill in the Senate, until it's approved by majority of the senate members before it will become a recognized law.
If Majority vote Nay, then the bill will be overruled.

So in the case of Biafra, a simple referendum would decide if ijaws and other tribes wants Biafra or not.

The ones that will vote Yes will join Biafra, and the ones that will vote Nay will be in Nigeria.

After Biafrans have left Nigeria, then you guys can start your own independence movements and form an arm for it, just like Biafrans Formed IPOB.
