On the 28th of June, northern lawmakers gathered at the Zuma Resort, just on the outskirt of the Federal Capital Territory, and the agenda was to deliberate on the PIB.

The chairman of the caucus, Sarkin Adar from Sokoto State is the chairman of the lower chamber committee on petroleum (upstream). The event was well attended.

The Sultan of Sokoto, Sa’ad Abubakar, the minister of petroleum, Mele Kyari, the Federal Capital Territory Minister, Mohammed Bello, the Governor of Nasarawa State, Abdulahi Sule, the chairman of Arewa Consultative Forum, Audu Ogbeh, Ango Abdulahi, Boss Mustapha, Simon Lalong all attended the meeting.

Speaking at the event, the Sultan said the PIB must support the exploration of oil in the frontier basins.

“We continue to talk about poverty, unemployment and the attendant insecurity while we are sitting on billions of barrels of Hydrocarbon from Sokoto Basin to Chad Basin, and from Gongola to Bida and Benue Trouh Basins untapped.

“We should have a PlB that will encourage massive hydrocarbon exploration in those Frontier Basins.”


The frontier basins refer to potential oil fields outside the Niger Delta basin. The PIB is proposing the establishment of a frontier basin exploration fund.

The original bill proposed 10% of the prospective mining licences fees for the fund.
The committee of the House on the other hand recommended 30% of the profit of the NNPC limited and 10% prospective mining licence. A major win for the north, where most of the basins are located.


The south on the other is interested in the host community trust fund. Section 240 of the bill makes provision for the host communities trust fund.

The House committee recommended 5 per cent for the host communities, which oil companies are to contribute to communities where they are operating.

The House passed that version, however, in the Senate, the host community fund proposal was amended.

Sen Sani Kaita, moved an amendment for it to be reduced to 3%, a move that caused mild disagreement.

Now, two-chamber has passed two different versions.


Aside from that, the north also got another win, as revealed that Mohammed Monguno, the chairman ad hoc committee on PIB, said it’s not only oil producing communities, but any community that pipeline passes through. Which means many communities in manys part of the country will benefit.

The following day, lawmakers from the south met at transcorp hilton in Abuja to discuss further on the matter

If we are not fighting ourselves, it could be pulling each others down yet some clowns would be blaming Northerners for Southern Nigeria's woes..

I am tired of blaming Buhari,and if you are not tired then it means you don't have work, the people we should be fighting is our leaders down south,all of them from the Governor to the local govt chairman.

What am about to say is unrelated to this news but my observation over a long time.

As much as I hate to say this, the real problem of the southern Nigeria is her politifcians and elites, not Buhari, not police or army or anything but her politifcians.....

Southern senators and legislators have turned a blind eye to the injustice and killings going on in their respective states and constituents.

Most roads are inaccessible, most health care non functional, most schools deteriorated to the extent that it's not worthy for pigs to stay, yet that's where humans are staying...

When they award a project, the price is highly overbloated like someone saying that 300million was used to dug a borehole for the community and this same borehole won't take up to 2million in the actual price and the borehole won't work up to three months before it the same community members that the borehole was dug for vandalized everything.

The fact is that we all like blaming the leadership but we forget that we can build our own community with our hands since it's clear that the leaders have failed.... But the people themselves are not sincere...

I could go on and on but the solution to our problems in the south can only be solved when the people and the leaders come together and tell themselves the truth.

Until oil becomes irrelevant would our leaders rest. Let's keep up at the hydrocarbon chase.. its been all about oil for North..the north could actually die if they don't get to drill for oil and sell it.

Nigerians it would take like forever before we experience diversification of our economy. Our leaders can't think beyond oil and gas..they are frozen in time and can't help themselves..

The fact that they are meeting as North bloc and South bloc before converging at the the Senate and House Chambers shows nothing good can ever come out of the National Assembly.

The country is already divided by politicians and government, all these talks that Nigeria cannot disintegrate is too late.

How has the establishment of NDDC benefitted the common man in the SS or Niger Delta? Let's not pretend we don't know the disgraceful monument of corruption taking place there by our southern brothers and sisters running it. The North is smart, corruption and greediness won't let the Southern leaders rise up to the occasion. Let's hold our elites responsible for the woes of the oil producing communities and leave the smart North alone.

Nonsense. The fixation on oil is why we are corrupt and underdeveloped. The west is pushing new energy and electric vehicles. We need to diversify and stop this obsession with oil.

We know there’s oil in the Chad basin but look at the lives of the Niger Deltans, the average family has no direct benefit to the oil and their environment has been destroyed in the name of bunkering

Very sad that our politicians think oil will still be relevant in the next 10 years,with the way every car company is making electric cars .I think by 2030 demand for crude oil will drop by 50 percent, by then some developed nations will start banning cars running on fossil fuels or heavy taxing them.

It's not about dominance, because that's the only thing black people want, dominance and power.. its about the masses having better standard of living like Arab nations have... The North and the entire black nation lack in this aspect. If such control and dominance don't turn the ordinary man on the streets of North having a better life, then the control and dominance is pure stupidity.
