It looks like skin irritation possibly caused by allergy to underwear fabric, or even shaving product you use.
* Try wearing boxers instead of your regular underwear for at period of about a month to see if tha helps
* stop using whatever it is your shave with

Also consider seeing a doctor or dermatologist about it.
