3 things are involved here and if you can honestly answer any of the 3 for yourself then you would know the decision to take regarding the relationship

1. She or he wants to remain a virgin till his or her marriage night. (If this is the case then the woman or man who isn't the virgin should value their partner more as such people are very rare and need to be treasured)

2. He or she is not sexually attracted to you and only in a relationship for sake of status or other benefits outside sex (for this one ending the relationship should happen fast)

3. He or she may not be a virgin but may be recovering from a phase where they have been overly sexually expressive and do not wish to be labelled as too loose or a hørny dog or biiitch who could possibly screw anything in skirt or open her legs to any man. They may wish to be working on themselves so they can change just because they do not want to lose you. (For this be a lot more understanding because when Sex would eventually come, it would blow your mind).

Not proper at all.
You should end the relationship when the other has toxic behaviors which you must have tried to make him or her change but to no avail.
No sex shouldn't be a problem at all in any relationship unless the relationship is a physical gratification one.
This is when the lady is there for material and financial gratification, and the man for sex.
