It is not BS. The black areas during apartheid were neglected while the White areas were developed to world standard. All you have to do is look at places where the Black's and coloureds resided during Apartheid such as the Cape Town flats, Kylitscha and the other shanty areas. They have all remained the same and are dilapidated.

The gulf in infrastructure quality between Black areas and the White suburbs and urban cities are the result of apartheid. This is indisputable.
