Okay. An applicant wants to apply for visa using two different accounts at two different places?
Well I've not seen or heard of this before but this is as bold as it gets.
Me I just have a question, if this is possible and the applicant gets the dates what will he/she do if the first visa location gets rejected? Will he/she go to the second location with the same data for a second fresh interview?? What is the likely thing that will happen to the applicant?

The F2 takes good care of the F1. They help the F1 to relax physically and mentally. They help the F1 with any problem that can cause educational trauma. They watch out for anyone that wants to disturb the F1 with his/her academics. They basically support the F1 physically, mentally and emotionally. About the working hours........well they can do that for as long as they want without getting stressed out themselves.

I received an admission offer too and according to them, funding comes separately, later. It was even said that it mayn't come until April 15th; something about one April 15 resolution...

What department? Meanwhile you can try send a mail to your program coordinator to seek for update on your decision letter.
