The question is, when you look at the Government posture do they look like they are worried about sit at home in the South East?

The only people affected by the order is the people of the state. Typically what that shows is that there is a need to change tact.

What I think is happening is they want to involve the state Governors. If they don't feel it, they'd do nothing.
The danger in all this, if not handled with wisdom, is that the people will turn on their Governors.
