One of the guys who told me it was a silly decision when I left, by 2015 he too resigned from Oil company (Shell/Chevron/Mobil) type to Canada. His wife was working as a manager in a Big 4 consulting firm in Nigeria They left Nigeria and all their prospects to migrate

He is finding his feet now and said he doesnt regret that decision

This is true because many people are not paying.

10m people are expected to pay 1,000 monthly, but of those 10m only 100,000 actually pay. The others bypass meter, evade taxes and avoid going to work. So how do you expect to get value worth ?

If there is a loophole to exploit without you facing the consequences or you can get away it like in nigeria and pay bribes when caught like that guy,I believe you lots(diasporans) will exploit it too....
