This list looks like issues that could negatively affect the outcome of elections and how they could affect the APC. More like the Weakness part of their SWOT analysis. Though I am not a fan of APC, the title is thus misleading.

C'mon, that was a review of post Osun election. Even if you have to be Petty, you gotta be sensible in exhibiting your pettiness. Those were the possible factors responsible for the winning or losing the Osun election and it's unexpected such a review at the strategic level.

...the new strategy is that the APC agent will tell the voter in the polling unit to use their phone to snap the APC party they voted for on the ballot paper and show them the evidence before giving the person the money

incase any one wondering what the exp means in "from osun exp"

pretty sure it means experience.

from osun experience< that's their agenda.
what they probably wish to tackle based on lessons learnt from osun.

Obviously, a strategic review session on likely factors that caused the APC's loss of Osun State.

However, it is difficult to draw conclusions on factor "financial inducement', whether they discussed how to use it better as a tool or how to better resist opponents using it as a tool. We are not cocksure.
