DG's office is at the top floor with lots of security checks, secretaries and offices you must pass through everywhere. I'm not trying to discourage anyone but it's almost impossible to meet him personally if he doesn't give you an appointment. And since you can't see him in gowon house , where else you wan see am? Abi you wan block him convoy as he dey come out?

This NYSC job, best bet is to talk to your LGI when you served. That's if you were close to him/her. Those LGIs dey get connections.
