The scenario you are painting is not the same thing as forceful annexation which Russia is doing and also Kosovo and Serbia were at loggerheads and NATO waded in to balance and support the innocent party after observing for a while

They asked for it and the Russian Duma pressured the presidency to here their call and ensure the people's right to self determination and choice of location are safeguarded and guaranteed. NATO had no business being in Serbia and Kosovo crisis taking sides. However, they did, and since that was good for Kosovo, it's also good for the Donbass people per Russia.
