This is because, it's a port city first of all, it's the gateway to all economic activities in Nigeria, secondly, it was the administrative center of Nigeria which means it drew everyone from around the country.

All these predates Tinubu so where is this mantra of "Tinubu's Lagos" coming from?

Lagos that was once home to the colonial masters with seaports at apapa, later became capital. All of a sudden became Tinubu's Lagos? Go to marina, Lagos island and some parts of Lagos, most of the constructions and buildings by the colonial masters are still standing til date. Infact Lagos was like Our Abroad then. I can also tell you if not for corruption and stealing Lagos would have been far developed than it is today
