I have failed to deploy the solutions that I have because I feel they will either be circumvented pretty easily or cause too much collateral damage.

There are lots of easy ways that could at least reduce the menace by up to 80%

Fingerprint devices + beam searchLight on certain KeyWords, so that as soon as topics with such keyWords starts generating certain volume of Likes/Shares, with the help of the fingerprints, the system would be able to know to certain degree of accuracy if it's genuine or not, and if they're not clean enough, such accounts gets flagged for manual review.

There are other ways to combat same issue which could be added to the above method.

gradually, with little tweaking here and there, a lot would be achieved.

Once again, workAble methods need not be public knowledge else people would easily find ways to byPass it.
