Granted that CBN don't know the quantities of the redyed naira notes, so how will the CBN know how much is in circulation? How can the CBN control the money in circulation by making withdrawal limit? But if the CBN does not know how much notes it has printed (which I highly doubt), then there is an issue

What is surprising here?

Do we know how many humans are in circulation in Nigeria?

Do we know how many schools we have even in each state?

Do we know how many of anything we have in this country?
