THE Federal Capital Territory (FCT) Minister, Bala Mohammed, at the weekend stunned his audience when he disclosed that the Abuja Master Plan was not envisaged to accommodate the needs of the common man.

Mohammed spoke at the formal signing of the agreement for an Addendum of Variation of Scope Contract with the Chinese Civil Engineering Construction Company (CCECC) to facilitate the completion of the multi-billion naira Abuja Light Rail Project, which commenced in 2006 but had been comatose since then due to lack of funds.

His words: “With all regrets, Abuja initially did not capture the needs and aspiration of the common people and the middle level manpower that we have in terms of affordable housing.”

According to the minister, Abuja, the nation’s capital was designed to accommodate only a million people, but that the territory now has a population of about four to five million people living in the area thereby putting pressure on available infrastructural facilities.

“Abuja has more than four to five million people living in a place where it is supposed to be inhabited with only about a million people at the moment,” he said.

The FCT minister, however, disclosed that the government was poised to provide infrastructural facilities at the satellite towns of the territory to give comfort to the middle class workforce that lives outside the city centre, and whose earnings may not afford them the luxury of private and chauffeur-driven vehicles.

“At the end of the day we are going to reduce the pressure on our corridors by using the mass transit scheme to be provided by the Abuja Rail Project and the employment opportunity it will provide for the population.

“We are going to provide employment opportunities for over one million people. And you can see that when people come to Abuja they try to stay anyhow. I am sorry with all apology and regrets that Abuja initially did not capture the needs and aspiration of the common people and the middle level manpower that we have in terms of affordable housing,” he said.

But Mohammed assured that President Goodluck Jonathan had given the FCT administration the marching order to look inward and facilitate the provision of housing for the people in that category in order to address the numerous social impediments normally presented by them.

Thats why its good to read the news, instead of judging by the headline, cos if the caption is anything to go by, i was getting ready to curse the fct minister... But why should the capital of a country be that small..

But I think the emphasis should be on trying to open up the satellite towns, like he said. The rail project should not be limited to the city proper but should expand to the satellite areas (Karu, Nyanya, Mararaba and co). I also believe the people of the FCT should be allowed to elect a mayor. Let them have someone who is directly accountable to them rather than reporting to the president.

If a city expects to be a capital of a country, it should be expected to accomodate everyone, including the common-man.

It will not be far-fetched that those involved in the design are complete failure. New design should be called for now.

He's very right. Abuja's masterplan does not accomodate the needs of the middleclass not to talk of the common man. That's one of the reasons why the capital was moved from Lagos in the first place.

i don't think the team that planned the layout of Abuja were that dull to have made such a mistake, cos when planning for one rich man, you have to attach 6+ common man to him(that could come in form of driver, cook, cleaner, gardener, market woman, gate man and the likes) who as well will have their own family members.

Seems the minister have not heard of the word "migration".how do you intend to plan a federal capital territory to accomodate only 1million people? And morever its not meant for the common man! What a disgusting statement.

They are even increasing the population by selling the nass residential building back to nass members who are suppose to go back to their constituency at the end of their tenure.

But the tax paid by common men are shared there, crude proceeds from common men's areas are shared there, artisans who are commoners are expected to work for them there.
If you can take good care of other states, people will stay in their villages earn money there and spend cool life there. Common men won't leave villages for abuja where the sound of your siren will keep disturbing them.

I personally believe that it is no longer a 21st century thinking to have a capital city designed to accomodate a mere 1 million people. Even it has been predicted that more Africans are going to be living in cities in not too distant future. There seem to be very little opportunity left elsewhere these days anyway... And besides, why don't Abuja have high rise residential buildings (I mean real skyscrapers) like its counterpart cities elsewhere in Africa? I think most of its landmass is composed of fancy and elaborately designed duplexes when it could actually sit 102 storey buildings. We'd better stretched our imaginations wider by doing more with less if we're really serious in competing with globalness as a nation!
