Refusal mails are usually sent before collection but because it is purely admin,one can come after the other, have you checked your junk/spam messages?

If there is none by now then it's as good as granted

Biometric on the 23rd November, BRP letter on the 9th December,but passport yet to be returned. Made several paid calls and paid mails, response was that visa had been issued but that their was a technical issue while producing the vignette, and it will be returned as soon as possible, this was the reply given to the school's admission officer on the 4th January 2023. Please I need your advice on how to go about this issue.

I helped paid for someone through same process (flywire) recently to Hull. Click that link, it will take you to flywire endpoint and you will see the rate before payment. You can set which country currency you want to pay with (left side) and it will do the rate conversion for you ahead to compare.

I recommend to create flywire account before payment though, so, you can have historical receipts.
