Yawns. Putin broke and violated the 1993 Budapest memorandum by invading and annexing Crimea, Ukraine in 2014. The mad man of Russia also invaded Georgia in 2008.
Budapest agreement was before Minsks and it was Putin that also violated Minsks by arming insurgency in Eastern Ukraine.
