I have not travel abroad but my level of mindset and intellect and how I read deep make me understand nudity isn't like a big deal

Ladies like the one you posted can be classified under essential utilities. When a man wants to ease himself he goes to the toilet and that is the only relevance of the toilet. He would rather be in the bedroom, sitting room, dinning room, etc more often than not but in those one or two occasions when he is pressed he uses the toilet and if it is a public toilet he has no incentive to make it clean afterwards...such is the lady in the picture you posted.
