I am currently in NIMC Hell

We applied for renewal of our International Passports in September 2022. We went for Capture in October 2022.
I had an issue with my name. It turns out that, in NIS, my first name is my fathers name. So I had to go to NIMC to change my NIN information (actually swap my first name with my middle name). Two weeks later, my new NIN was issued by NIMC.

Since November 2022, NIMC is is suppose to update the NIS database so that my International Passport can be produced since it now matches. Nothing.
That is NIMC Hell

I asked a friend to help influence it. Nothing.

The rest of the family got their Passports in January 2023 (over 10 Weeks later) . When I was collecting their passports in February 2023, I asked around and found out that the huge backlog of Passports seem to have been cleared by NIS (Gwagwalada Office) and it now takes 6 weeks to get the passport after capture. This is good news for anyone desiring to get the new International passports.

I am taking it easy.
Doing my research.
Keeping up to date.
Updating my Trip Preparation list with new info.

That is what I advise everyone here to do.

Easy Stuff: Forms to be filled.
National visa application form;
2 identical photographs,
Passport or other travel document, valid for more than three months after the expected date of return.
Valid travel insurance, ;
Request for consultation of the Portuguese criminal record
Enrolment in the IEFP 
Authentication of Documents at Ministry of Foreign Affairs

[b]Medium Hurdles: [/b]Takes 1-3 days and to be done once you have a date you want to submit to the Embassy.
Criminal record certificate (+ Authentication at Ministry of Foreign Affairs )
Air ticket reservation;
Bank Statement Proof of the availability of financial resources in the amount of at least three times the value of the guaranteed minimum monthly remuneration. (2280 euros or equivalent/ in a Bank Statement)

[b]Tough Hurdle: [/b]Proof of Accommodation.

The Embassy may or may not accept AirBnB reservation. If they do, that will be great. It becomes a medium hurdle. You pay for a reservation 60 + 15 days after your submission date and submit the booking.

If the Embassy refuses AirBnB, you may have to
1) Find an accommodation
2) Pay for 3 to 6 months rent
3) AND the transaction must be registered with the Finance Department in Portugal
4) The rent contract must have your name(s) on it.
5) Submit the rent contract with your accommodation

Single guys can get a T0 or Studio apartment but we family guys have to get a T1 or T2. House rent in Lisboa are through the roof: getting anything for 800 to 1,000 euros per month is hard. But there are other areas below the Targus river that are cheaper.

To solve this hurdle, I may have no option but to find and pay a Consultant in Portugal. That is another added cost. They will have to get the house and represent me in dealing with the landlord. Then send the house contract. Until I have a house contract in hand, I can’t submit any application at the Embassy.

(I am not even sure if I will need a NIF or Portuguese Bank account in order to get the Rent contract done.)

Some Consulates (in Brazil) accepted AirBnB for 15 days last year. Some don’t.

All the above is from my research. Even if the Embassy accepts AirBnB, I will still save money by renting for 3-6 months because the prices on AirBnB are high in my opinion. Also, I am there to get a job, not to start another round of house hunting after my AirBnB 15 days expires!

Most of my information comes from the weekly Youtube show/discussion/webinar by Expats Portugal. Search for “Migration Tuesday”. It’s done on Tuesday night and I watch on later in the week.

I may be wrong in some of my conclusions, so take all the above with a pinch of salt.


what if the person applying for the job seeker is having a friend over there and wants to use his address for the resident stuff; will it be accepted?

Today was spent at the Federal Ministry of Education getting our Degree Certificates authenticated. From what I saw, you can do it in about an hour. But mine took 3 to 4 hours because the big man that signed was not around AND I had issues that made me do additional uploads.

Progress...

Yesterday was spent at the Ministry of Foreign Affairs. I authenticated all our documents. Hopefully, the next time I go there, it will be to authenticate the Police Character Certificate before going to the Embassy.

As far as I know, authentication is required in every Embassy.

Here is my logic...
You want to get a job in PT
hence... you want to go to PT on a job-seeker visa
hence... you will need to SHOW your qualifications for the job
hence... you will need to SUBMIT your job qualifications in your visa application
To avoid your Visa application being rejected, you need to authenticate your certificate(s) at Ministry of Foreign Affairs (MoFA) in Abuja.
At MoFA, if the certificate/credential is related to education (WAEC,NECO, BSC, etc.) they will insist you first go to the Ministry of Education (MoE) to get it authenticated.

Hence,
start at MoE and get the educational certificates authenticated (it will take a day)
then move to MoFA and get the certificates and all others authenticated (another day)

Basically, you pay the FGN/Ministry for each certificate via Remita, then submit copies of the receipt (always two copies) for the certificate authentication. If you have access to a scanner, and can pay through Remita, you can do the groundwork for both MoE and MoFA by yourself and then go and submit. With what I know now, I can do both in 1 day.

There are certain issues you will face but with patience, and money, you will overcome.

What I authenticated in MoE
1. University Certificate
2. WAEC Results

What I authenticated in MoFA
1. University Certificate
2. University Certificate Copy (authenticated)
3. WAEC Results
4. WAEC Results Copy (Authenticated)
5. Court Marriage Certificate
6. Church Marriage Certificate
7. Employment Letter
8. Regularisation Letter
9. Promotion Letter 1
10. Promotion Letter 2
11. Declaration of Age (They said this is not ideal, they prefer Attestation of Age from Nigeria Population Commission if you don't have a birth certificate)

What I have to authenticate later just before submitting my Visa Application (at MoFA)
1. Police Character Certificate
2. Attestation of Age
3. Scanned Bio page of my International Passport

All these for me and the same documents for my wife since we are both applying for the job-seeker visa. For kids, the Birth Certificate.

You will need to authenticate your documents, but alot of things have change now in terms the documents upload and the charges as well

To answer your questions:

I think the Job-Seeker visa is a long stay visa (national visa) because of where it is located on the https://vistos.mne.gov.pt/ website.

The Documents on my list are what I authenticated. They have to do with my job history because I will need it to get a job in PT. Remember, you are relocating to there to look for a job . But, you can authenticate what you feel comfortable with.

#9 is not the International passport itself but a scanned copy of the data page of the passport.

Regularisation letter- In some Government Agencies, you first get a Temporary Appointment Letter, then a Regularisation of Appointment letter, then a Confirmation Letter (after 2 years). So it is a letter.

You should have 3 months of the Portuguese Minimum wage of 760.00 euros per month in the bank (2,280 euros). Then there is a certain percentage of that amount of each spouse or child (I think it is 50% for spouse and 30% for each child).

In my case, my wife and I are applying for separate job-seeker visas, so it is 3 months PT minimum wage for each of us. Use the D7 Visa requirements as a guide: [url]https://www.atlys.com/country/portugal/national-type-d-7-visa [/url]

Mother will fill Visa Application form and pay Visa fees. Mother fills a Visa Application form on behalf of each child and pays Visa fees.

On Page 1, there is a phone number and email address of the Embassy.

Authentication is done for only Degrees and Certificates awarded by Nigerian educational Institutions.
