Nigeria Police Service Commission Approves Promotion Of Frank Mba, Ciroma To DIG by ogododo: 2:46pm On Jun 16, 2023
The Police Service Commission (PSC) has approved the appointment of Assistant Inspectors General (AIGs) Frank Mba and Bala Ciroma as Deputy Inspectors General of Police.

Ciroma replaces DIG Ali Janga who has retired from service.

Janga represented the Northeast geo-political zone in the Police Management Team. With the new development, DIG Ciroma will henceforth represent the zone.

Meanwhile, DIG Mba will represent the Southeast geo-political zone.

Mba replaces retired DIG John Amadi.

The Police Commission also approved the promotion of 14 Commissioners of Police (CPs) to the next rank of Assistant Inspectors General of Police (AIG) and 22 Deputy Commissioners of Police to the substantive rank of Commissioners.

A statement issued by the spokesman for the PSC, Ikechukwu Ani, said, “These decisions were highpoints of the 21st plenary meeting of the Commission presided over by its Chairman, Dr. Solomon Arase, (IGP rtd) and attended by all the members of the commission including the Permanent Secretary/ Secretary to the Commission, Dr. (Mrs) Ifeoma Adaora Anyanwutaku.

“The new AIGs are CP Abubakar Lawal; CP Alhassan Aminu; CP Abdul Umar; CP Shettima Zannah; CP Ebong Eyibio Ebong; CP Adepoju Ayiinde Ilori and CP Okon Okon Effiong.

“Others are; CP Echeng Eworo Echeng; CP Susan Ukpanukiema Horsfall; CP Bankole Lanre Sikiru; CP Oladimeji Yomi Olarewaju; CP Sani Gwarzo and CP Odama Paul Ojeka.

“The 22 Deputy Commissioners of Police promoted to the rank of Commissioners are; DCP Abibo Deinma Reuben; DCP Thomas Abraham Nabhoni; DCP Wakil Abdul Salamai; DCP Enyinnaya Inonachi; DCP Ronke Nurat Okunade; DCP Adekunle Ismail Olusokan; DCP Hassan Abdu Yabnet.

“DCP Festus Chinedu Oko; DCP Aminu Baba Raji; DCP Omolara Ibidun Oluntola; DCP Akoh Benedict Gabriel; DCP Alamutu Abiodun Mustapha; DCP Bafda Magaji Jahun, DCP Ahmadu Tijani Abdullahi; and DCP Mohamned Mu’azu.

“Others are DCP Bretet Emmanuel Simon; DCP Ihebom M Chukuma; DCP Shettima Mohammed Qurtu; DCP Olatokunbo Maxwell Olabisi; DCP Yusuf Mohammed Lawal; DCP Monica Leo and DCP Abaniwonda Surajudeen Olufemi.”


According to the statement, the Commission also approved the promotion of 24 Assistant Commissioners of Police to Deputy Commissioners.

They include ACP Ezekiel Ibrahim, Project Monitoring Unit, Force Headquarters, Abuja; Mohammed Shamsudeen, Assistant Director, OPS, Kaduna (NCCSALW); ACP Khan Salihu Usman, Networking Admin ICT FHQ, Abuja; ACP Wan Mantu Chongs, Commander PMF 19 Portharcourt; Baba Lawan Audu, Area Commander, and Exeter Akwa-Ibom State Command.

Others are ACP Okon Etim Asuquo, Department of Operations, Benue State Command; Louis Chike Nwabuwa, Department of Operations, Plateau State Command; ACP Samuel Osman Onoja, Police College Oji River; ACP Sa’ad Yahaya and ACP Ibrahim Jibrin, Commanders 76 PMF, Nsukka and 56 PMF Ogoni amongst others.

The Commission also approved the promotion of 39 Chief Superintendents of Police to Assistant Commissioners of Police.

DIG is the worst promotion one can wish for.

Can never make IGP.


Will be forced to retire once the IGP retires or is replaced

A purely adminstrative position in servitude to the IGP.

Only CP get hope to be IGP .

Once you pass CP , know and get promoted to AIG, nothing for you.

From CP to IG? Impossible.

AIG are always next inline to be IGP. That is the more reason all DIGs are retired immediately. Because it is improper for their junior colleague to overtake them.

On another note. I think this is frank MBA second or third promotion in the space of 3months. Retirement is calling. His promotion to DIG is more of a reward for his contribution to the force. Once this IGP retire, and a new IGP is selected from AIGs, all the DIGs retires immediately including Frank Mba.

CP's are the ones most likely to make IGP going by Police reforms.

According to the new police act, a potential IGP must have at least 5ys in service remaining.

Even amongst the CP rank, those with most years left are considered for appointment above those with less.

Go and check all Buhari's appointees and see how they came from CP rank.

I must also commend this IGP, the SE have 2 DIGs, under the last Administration no AIG and only 1 DIG...it is compulsory in the Police Act that every zone must have a DIG.

But in the case of appointing CP as IGP which this my friend here is trying to justify. It is wrong and misleading. According to section 7, subsection 2 of Nigeria police Act; only DIGs and AIGs are eligible for appointment. And the appointment mostly come from AIG due to retirement consideration.

No way CP can be IGP. Except he is to be promoted to AIG before appointment.

100% correct.

I think what he is trying to say is that the best chance for anyone to get yo IGP is to have a few years left while in the CP category.

Fergie001 check your facts well. We have AIG Arungwa Awazue Udo from Abia state. He was enlisted 1990, 2 years before Frank MBA who was enlisted 1992 i think.

He is the most senior officers by AIG-rank from SE before Mba confirmation as DIG.

Is just like leaving the Major Generals and making a Brigadier the COAS. All the MG will have to retire, it will be disastrous

I’m supposing Tinubu would be more comfortable having an Igbo IGP than having an Igbo man heading the Army, the Airforce, the Navy or CDS.

I doubt because he is leaving in 2027, but who knows, he is not new to Lagos.

His MSc was at UNILAG, he has been Area Commander Festac, Ajah, Osogbo, Lagos PRO etc.

Because i remember so well Udo resumed duty as Assistant Inspector-General of Police -Zone 5 Headquarters, overseeing Delta and Edo states on April 15 and Frank Mba resumed - April 8 or 9 this year also at Force CID Annex, Alagbon in lagos as supervising officer for investigation department of the entire SW.


so i was wondering when Mba did abracadabra to overtake Udo. cry

Again, I’d speculate he’s in Tinubu’s good books possibly from his time in Lagos.

It will really depend on his seniors.

If many experienced ones will leave because of him, he will not be promoted. I think majority of his seniors are in the 1990 category.

He is 1992-set, his Seniors will determine how far he can go. If he is apponted now, it will rattle the Force.

Dont let your hopes up. Once an AIG is appointed as IG. Mba as DIG will automatically retire. Because i am also very sure Tinubu will want to avoid the buhari issues he had with retirement of police IG from Adamu to Usman Baba. Tinubu will want to appoint someone from AIG rank who still has like 5-6 years of service left.

Which means Mba has to retire due to seniority.

Ihordspy is up there arguing that he can’t be appointed because Tinubu would want to look at the rank of AIGs to appoint an IGP, meanwhile you are suggesting that maybe those who made the rank of DIG before him will be considered before him.

I don’t know what Tinubu would do but Mba’s 4 years that he has left in office is not bad.

Having enlisted into the force in June of 1992, he’s not likely to retire until May or March of 2027 (if he’s to proceed on 3 months leave before retirement) which means he might stay to oversee the 2027 general elections before retirement. I don’t think that’s bad for stability.
