The UK, Germany and France have spent very large amounts as well. Every other European and NATO members have contributed in one way or the other. Other western allies in Asia and Oceania are doing the same. Is Ukraine actually going to pay back all these amount? So far, the donors have claimed that everything is being given for free so I can't say they'll be made to pay back in the way you mean - but definitely they'll pay in one way or the other.
