The rate at which people get picked up for purely civil matters is alarming.

The government must do something about it.

The day someone owes you a large amount of money and is challenging you to do your worst, it is that day you will realise that it is necessary to treat this matter as a criminal case if you have the money and you are ready to spend it!

Lol.. the Nigeria police is a joke. So they are now debt collectors? This is a civil matter between a seller and a buyer.a breach of agreement which is addresable by courts. The seller should approach court not police. Portable should sue the police.
