Also it is possible that the network will have limits (such as data caps, time bands or download speeds) that will make it unsuitable for business/commercial use so firms will still need to patronise the telecoms companies.

You do realise that there are other components to PMS price besides the cost of crude oil such as refining/processing and logistics/transport so a simple arithmetic model does not apply.

Use scarce public funds to pay private companies in order to offer FREE service! He may as well share public funds on the streets. Think that would be preferred.
