Yes there is a difference. "I'm in love with you" suggests only romance type love i.e. boyfriend\girlfriend kind of love. "I love you" on the other hand can be used on anyone you have affection for like your mother, siblings, friends and partner too. Just think it would be awkward to tell your mother "I'm in love with you" but telling her "I love you" is ok.
