No N75bn Cash Handed Over By Peter Obi By Willie Nwokoye

Probably induced by sworn opposition, the Nigerian social media have spewed the allegation that immediate past Governor of Anambra State handed over N75 billion in liquid cash to Governor Willie Obiano in 2014. This has induced the general imagery that the huge bequest is the basis for the current Governor’s financial confidence since inception.

To some people, the social media today is a thriving platform for a flourishing trade in inanity. Ironically, the platform is easily where a fair number of unreflective people is effectively held captive with enthralling junks, which explains why the talk of a N75 billion cash in hand-over has become a worrisome matter in the minds of Anambra people despite Governor Willie Obiano’s excellent 18 months in office. Obviously frustrated by the silence of Government, I was told that the merchants of the N75 billion tale devilishly went underground, seeking the false enticement of respectable affinity groups through the Bishops and Traditional Rulers. I heard that the hand that bears the beguiling papers is the hand of Esau; but the voice in the social media is Jacob’s.

To disabuse the minds of the citizens who the Governor ordinarily holds dear, the Principal Officers of the State, led by the Secretary to the State Government, Professor Solo Chukwulobelu addressed the press Saturday, November 14, 2015 at the Conference Hall of his office at the Government House Complex in Awka.[b] In somewhat pedagogic deliberateness, the SSG went through a 6-page verbatim extract from ex-Governor Peter Obi’s Handover Note. At the end of the Press Conference, the items that made up the N75 billion were laid bare. The headline item was a N9 billion involuntary investment charged on Anambra State from the Federation Account to fund Nigeria’s Independent Power Projects. This is a non-tradeable equity in a long-term investment. The subsequent 12 items on the extract are similar long-term investments, each in differing level of completion like the State’s equity investments in Orient Petroleum Resources; investments in Onitsha and Agulu Lake Hotels as well as in the three Shopping Malls in Awka, Onitsha and Nnewi; the State’s equity investment in Intafact Beverages Limited, the brewers of Hero Lager and investments in the two Onitsha Business Parks. The last item in the row of long-term investments is a N750 million Anambra State’s share in the old Eastern Nigeria’s First Republic investment in Emenite Limited, a manufacturer of fibre cement roofing and ceiling products. In all, the long-term, non-earning assets in the fairy N75 billion sums to N22.73 billion or 30%. It is analytic to reason that 7 out of the 13 long-term assets are uncompleted yet; they therefore cannot begin to earn cash until they are completed, off-taken, let or attain critical mass as first should in the case of Orient Petroleum.

Included also is a N350 million investment in quoted stocks. This, no question, is tradeable, which means that the investment can be sold and realized into cash. The stock is worth currently about N200 million following falls in the value of shares. The number 15 item on the Hand-over extract is a N1.5 billion computation of the State’s share of the Excess Crude Account contributed as capital to the Nigerian Sovereign Investment Fund in 2010. At best, this can be regarded as a State Reserve Fund, a kind of saving for the rainy day. It is not realizable yet into cash. Items 16 to 19 in the Hand-over extract, amounting to N2.48 billion are the State’s counterpart funds or contributions to Funds held by Federal financial institutions. These institutions administer the contributions as soft lending for small scale businesses, agriculture and small industries in the State. Having been contributed as counterparty fund, the cash is not available to the State any more[/b].

For reason that will be obvious shortly, let me skip item 20 and treat item number 21 which is a N10 billion spent by the State on Federal roads across the State and had been verified for refund by the Federal Government as at Hand-over date. In fact, the verified figure has risen to N25 billion at present on Governor Willie Obiano’s efforts with the relevant Federal Agencies. It is pertinent to state that this is pure and plain IOU by the Federal Government, which can conceivably be cash available to Governor Obiano only when it is refunded by the Federal Government.

The nearest item to cash in the foregoing is listed as 20, which is a USD155 million investment in Eurobond and other foreign currency-denominated securities made by the previous administration at its twilight. In naira terms, this was worth N26.5 billion at handover. The Press Conference came out informed that this investment is intact in the three managing banks and unliquidated yet. In simple language, Governor Willie Obiano’s administration has not touched one dollar of this investment.

Item 22 is a statement of the real cash handed over by Peter Obi. By the Hand-over Note, cash at bank as at December 31, 2013 was N11.5 billion. However three months after, precisely on the hand-over day March 17, 2014, the cash had dwindled to just about N9 billion. Thank you.

My foregoing analysis has been on items on the asset side of the Hand-over Note. [b]Now follow me over to the liability side. Total contract sum for all projects inherited from Peter Obi is in the amount of N185 billion. In keeping faith with the promise of continuity, completion, commission and commencement, Governor Willie Obiano has silently been paying down the inherited contracts strictly from Federal transfers received in the period of his administration. Someone whispered to me at the Conference that by sticking to his own earnings, Governor Willie Obiano has acted as though led by a premonition that a N75 billion sing-song would soon be in the offing. Thus, from March 2014 through August 2015, a total of N69.2 billion has come in to Governor Obiano’s Administration as Federal transfers, out of which N35 billion has been utilized in whittling down the inherited liability, unannounced. It is a sincere expectation, therefore that this Press Conference should shift online time into more progressive conversations and drown the chorus in the N75 billion folklore for good. If it continues, then it is correct to conclude that the intention ab initio has been to keep the grave silence over the huge liability, well, ever silent.[/b]

Sometimes you need to think things through... How possible is it for a man who spent all his years as Governor perfecting prudent resource management strategies will award contracts worth 186 billion?

Let's put this in perspective.. 186billion is more than Anambra's 1 year budget..

The undisputed fact is this... Obi left 75 billion worth of cash and investments... That's the crux of this argument..

Bringing 186 billion liability into the equation is just an image laundering strategy by Obiano's team. A very bad one at that.
One that's capable of derailing the gains Anambra has made in recent years...

People close to Obiano should advise him... Governance is a serious business not a _dick measuring contest..

The report did not deny the 75 billion handover.. Obiano is only saying it wasn't liquid cash.. I can't recall Obi saying he left Liquid cash to a tune of 75 billion..

Following the widely accepted political tradition in Nigeria, towards the end of his compelling tenure, former governor of Anambra State, Chief Peter Obi, duly anointed his successor. The chosen one was a banker, Chief Willie Obiano. Willy-nilly, in the unchanging spirit of this same quirky tradition, both parted ways not long after Governor Obiano mounted the saddle of his executive high horse.
Beyond the unseemly brick batting between the duo - Obi and his erstwhile protégé - matters apparently spun out of hand when Governor Obiano last weekend went the whole hog and challenged the flagship legacy the former governor clearly stated in his hand-over notes to his successor: a princely N75 billion in the state’s kitty.
Former Governor Obi had gained national prominence and respect over his reputation of stern frugality when it came to managing state funds. In a country where over 90 percent of states were in debt and many ex governors left billions in debts for their successors, Obi simply shone as a model of discipline and integrity. But Obiano would have none of that.
What is the substance of Governor Obiano’s ‘recantation’? Addressing a press conference in Awka, the Anambra State capital at the weekend, the governor dismissed Obi’s claims as “half-truths” pointing out that the former governor left the state with a heavy debt overhang of N106.2 billion when his tenure expired on March 17, 2014.
Pushing his banker’s credentials, he wondered how Obi could have given Ndi Anambra a rosy picture of the assets he left behind without showing them the liabilities he incurred, The governor who spoke through the Secretary to the State Government, Prof Solomon Osita Chukwulobelu, held that out of the N185.1bn, the Obi administration could only pay the sum of N78.9bn when it handed over power in March last year bringing total liabilities to N106.2bn.
According to him, in pursuance of its Continuity Promise, the Obiano administration has so far paid the sum of N35.1 billion on the projects it inherited from the Obi administration between March 2014 and August 2015. He was not done.
The governor revealed that his administration has spent 50.8% of its FAAC Revenue on settling payment certificates that arose from the administration of his predecessor. Reacting to questions from the press, the governor clarified that the decision to break his silence on the controversial legacy followed endless spurious claims in the media that the only reason why his administration has been able to pay salaries and meet its numerous financial obligations was because of the alleged N75bn legacy it inherited from its predecessor.

knocking the inclusion of items such as counterpart funds that are jointly held with development finance institutions, land contributions, FGN refunds, differences in bank balances and investments made directly by the Federal Government on behalf of the three tiers of government totalling approximately N39.5bn as part of the so called liquid savings left by the Obi administration, Governor Obiano revealed that these items have been reclassified as “illiquid Investments,” “Not Investments,” “FGN Receivable,” and “Involuntary Investments,” accordingly.
Listed among these category of investments over which the previous administration allegedly made false claims are - the N1.5bn contribution made by the Anambra State Government and all the 21 local council areas to the NSIA, the N500m investment made by the state with the Bank of Industry to support SMEs in Anambra State, the N500m investment made as counterpart fund with the Bank of Industry to support Micro Credit Bank in Anambra State, the N480m investment with Agriculture Bank to support credit to farmers in the state and finally, the N1.0bn borrowed from the federal government under the commercial agricultural scheme for onward lending to farmers in the state through the Ministry of Agriculture and the All Farmers Association of Nigeria.
Justifying his earlier submission that Obi’s handover note was cleverly riddled with half-truths, Governor Obiano also expressed surprise that the state’s share of the equity investment made in Emenite Limited by the government of Dr. M. I Okpara, former Premier of the Eastern Region in 1961, totalling to the sum of N750m was also listed as part of Obi’s trumpeted savings which he bequeathed his administration in March 2014.

Its not liability as such. These are funds to be expended on ongoing projects. They may not have crystallized at the time of the handover but as work progress and the contractors present their certificates, you are obliged to pay.

Everyone in Anambra knows a lot of contracts were ongoing when Peter Obi left thus Willie rode to victory on continuity. He has continued.

But for some people to claim today that the Governor was handed billions and that all contracts had been paid for while he has squandered the billions is asking for way too much and the Governor did well to by responding.

Did Peter Obi give him the figure without listing out the beneficiaries? The administration should understand that we are not all brainless in Anambra state. Since Willie Obiano has opted to unshackle himself, he might as well unshackle himself completely.

What are the names of the contractual companies that are owed all these money? What dates were the respective contracts awarded? What are the descriptions of the respective contracts? what are the exact amount that was ascribed to each contract? What are the exact mobilization amount paid on each contract? How much money has been paid to each of the contractors till date? and, what are the respective liability balance?

The unshackled youths and the poor masses are not being fooled by the zig zag arguments over the football field figures. The non disclosure of all of the above facts is yet another cover up as in the latest development . I am very sure it will be a campaign issue in 2017 because I will make it that. To avoid being caught with pants down which is the tradition, unshackling completely will be wise.

I don't support the attack on innocent northern traders in the south, that's if it's true. If northerners touch even a chicken belonging to Igbo, we should do to them what we did in 2000 in retaliation to kaduna riots. if you noticed, after that "adequate retaliation" of 2000, northerners have thought twice before attacking Igbos. We should spare no effort to spill their blood in a massive adequate retaliation again. This time around, we shall not afford them the safety of running to PH.

ASKING QUESTIONS, NOW!!!!
We need a public, televised debate on the 75
Billion Naira Obi left
Governments borrow money whenever there is
need. Mr. Peter Obi did not borrow; because he
felt Anambra State needed to be stabilized first
and he did it completely. If well managed, the
money saved for the State in foreign currency
would go a long way in sustaining the
development of the State.
Now, his predecessor thinks differently. He plans
to undertake massive borrowing, and as far as I
know, Mr. Obi has not, and is not attempting to
stop him. Does Obi even have the capacity to do
so? Rather than fulfil their heart desires, they
must first of all tell lies about the money Obi left.
They are even trying desperately to hang the
cross of debt on him. Too bad!
For clarity sake, on coming to office, Obi spent
his first year to complete all the contracts
awarded by his predecessors. In some cases, he
had to start some from scratch. Obi, for example,
paid over 35 billion in arrears of pension and
gratuity.
Though they inflated the figures, but the point to
note is that the debt they are talking about in
their press conference, is contract sum on
projects yet to be executed. What an absurd
reasoning! How can somebody, for example, say
you owe 10 Naira you will use to build a house
you have just conceived? This is incestuous
reasoning!
As a matter of fact, during his inauguration, Gov.
Obiano listed many projects he would undertake,
some of which are building an airport, building
three power stations, among others. He started 3
flyovers at the initial cost of 5 Billion Naira that
was later varied to 15 Billion Naira. They diverted
the money meant for the road, from Amansea to
Amawbia roundabout, which Obi started, to his
three flyovers. The contractor doing those
flyovers is owed over 7 Billion Naira. He also
started the construction of three roads to the
airport simultaneously. Are these not enough
reasons to convince Anambra people on the need
to borrow rather than bring Mr. Peter Obi into it?
Before Chief Willie became Governor, Obi designed
the road from Umueje to Oil rig with a 100 meter
bridge at the cost of 9 Billion, but characteristic
of him, Willie added two other roads, including the
one from Aguleri with two bridges at the cost of
over 20 Billion Naira. The only major road he
awarded in Anambra Central is Oba-Umuoji
(Stauphanet Chapel)at the cost of 3.7 Billion
Naira; in the North, Ezira-Umuomaku-Enugu-
Umuonyia-Achina road (Arab Contractors) at the
cost of 4.7 Billion. He did not pay mobilisation in
any of the roads.
On the issues of shares in Emenite and INTAFACT,
I am convinced that our respected Governor Willie
Obiano allowed non-professionals to raise issues
on behalf of the Government of Anambra State.
The principle of handover is that one hands
everything to his predecessor, even if the
investment was done for the State by Adam.
Some Governors sold shares of their States, but
in Obi’s own case, he handed over those he met.
On SABmiller, as at the time Obi handed over and
without prejudice to his initial investment,
Anambra shares in the company was worth over
3.5 Billion Naira. Today it is worth over 10 Billion
Naira. If today Anambra State Government wants
to hand the company over to any person, their
handover note should read 10 Billion Naira and
not 3.5 Billion Naira, otherwise the person taking
over will eat the unaccounted 6.5 Billion naira and
argue successfully that he was handed over 3.5
Billion Naira.
On Orient Petroleum, Anambra State Government
tried to deny Obi’s investment. It is not enough
to say that the State’s land was used as equity,
but the fact is that the land has value upon which
cash was paid as compensation to the
communities involved.
They said that Obi left 106.2 Billion (wrong
figure) over hang on contractual debts alone. I
challenge them to publish the schedule of the
debts and the companies being owed. As at the
time Obi left office, he paid for all the certificates
generated on contracts awarded. Certificates are
generated on the basis of work completed. Are
they saying Obi ought to pay for contracts yet to
be done? The same man saying this awarded 35
fresh roads within his first year in office at the
total cost of over 81 billion Naira out of which he
has paid 10 Billion Naira. On the other hand, Obi
awarded roads totalling 93 Billion in his last year
in office and paid a total of over 51 Billion on
those roads before leaving office. Most of those
roads were used to campaign for him during
electioneering on the premise of continuity. In
fact, he even urged Obi to award more and start
the construction of the airport, but Obi told him
he was working under the confines of proper
planning that would not get the Government
unnecessarily encumbered.
Some may argue that it is a matter of style, that
while Obi tried to save for the State, the EXCO of
his successor approved 5 Billion Naira for him to
celebrate his first 100 days in office. He charters
plane, what his predecessor never did. Today
Government house hosts all manner of parties
that are orgies. One can go on and on.
They also said Obi claimed that the 10 Billion
Naira federal approved refund, out of over 20
Billion Naira he used to work on Federal roads,
were part of the money he left. This is not true, in
his handover note, he mentioned it, but he
deducted it, as well as salaries (March), pension,
certificates on works done, all amounting to 5
Billion Naira before arriving at 75 billion Naira.
The record is there.
It is pertinent to note that two years have gone,
and Anambra State Government is still debating
what was left or not, even when other Governors
that inherited huge debts, unpaid salaries and
repayable loans and bonds have all taken off. In
Obi’s first 6 months in office, he had already
saved enormous money for the State- before he
was illegally impeached.
I do not know by what economics principle they
classified some money put in certain areas as
"not investment." I think they need to explain this
further to us. Did Obi use the money to organise
party as is now the order of the day?
It is shocking to note that Anambra State
Government said they only met 9 Billion cash in
the treasury. I have taken the pains to attach the
summary of Anambra cash in different banks as
at 17th of March, 2017. I have gone ahead to
attach one example of the Statement of one of
the accounts as at 17th of March (Unutilised
UBEC money in Diamond Bank, which was two
Billion, one hundred and one million, eight hundred
and Sixty-four Thousand, Ninety Naira
N2,101,864,837.90) to drive home the point that
we have all the statements. We shall publish all
of them in due time.
One of the most confounding claims by the
Government of Anambra State is the issue of
dollar investment. They tried to prove that the
investment has diminished in value, when, on the
contrary, the investment has earned 8 billion
Naira for the State. Let it also be noted that the
investment is meant to be held to maturity and
not for them to seek ways to sell it as they do
now.
Let us look at some of the spending pattern of
the present Government at Awka and juxtapose it
with the claim that they have not touched the
money Obi left.
5 Billion Naira approved by EXCO for the
celebration of the first 100 days in office
I Billion Naira monthly as security vote as if he
buys hardware such as fighter planes
Hundreds of millions for 2014 charistmas
decoration and buying of horses
Paid 3.2 billion Naira to water corporation
(though money was 1st bank ecological funds left
by Obi and garnished by the court)
40 Million Naira to change the gates at
Government Lodge to befit his status.
35 Million Naira to mount a befitting gate at the
Government House
Changed the roof of all the buildings in
Government House with the sum of 700 Million
Naira
Changed all the tiles in Government House to pale
granite at 150 Million Naira
Bought dining table at 25 Million
Bought seats for his palour( lodge) at 50 Million
Bought gold bed from the USA at 30 Million
Bought another gold bed for his wife at 25 Million
Naira
Imported kitchen cabinet from the USA at 40
Million
Bought musical sets for his Aguleri home at 150
Million. He is getting set to use it for the first
time for a party in Aguleri on Saturday, the 21st
Bought land of all those around him at Aguleri
and re-located them elsewhere.
Pays his Commissioners and SAs over N400,000
monthly as against 190,000 Obi paid
Pays SSAs over N300,000 as against 160,000 Obi
paid
In less than two years, he has used more vehicles
than Obi used in 8 years
His SSg, Prof. Solo Chukwulobelu uses 3 prado
and 2 Hilux
His present Chief of Staff, Prof. Azike uses 2
prado and 2 Hilux
His present Principal Secretary, Mr. Nwokoye

THE feud between the immediate past governor of Anambra State, Mr. Peter Obi and his successor, Chief Willie Obiano, which reared its head even before the handover of the reins of power on March 17, 2014, has finally blown open. By Vincent Ujumadu IT was not clear what led to the misunderstanding during the governorship campaigns that brought Obiano to power, but those close to the ruling All Progressives Grand Alliance, APGA, in the state, knew that all was not well. While some said it had to do with the management of campaign funds, others said the then Governor Obi, after close observation of Obiano shortly after the party’s primaries, felt that his choice of a successor might after all, not be the best. Before APGA settled for its governorship candidate, Obiano was not actually in the picture. Though Obi, who insisted on keeping his promise of ceding the governorship slot to Anambra North, was said to be considering the then Secretary to the State Government, SSG, Mr. Oseloka Obaze, who is from Ogbaru in the same Anambra North senatorial zone, and Prince Idigo, a lawyer from Aguleri royal family, as his likely choice. However, few weeks to the party primaries, Obiano, also from Aguleri, was sighted at the APGA secretariat in Awka to purchase forms for the governorship election. Considering the fact that he retired from Fidelity Bank as the deputy managing director, the bank in which Obi served as its chairman during Obiano’s stay in the bank, it was easy to conclude that he (Obiano) was Obi’s final choice. In a surprise manner, Obaze, who was tipped to emerge the party’s candidate, was disqualified by the screening committee on the ground that he did not possess the voter’s card, despite all the efforts he made on his return to Nigeria to get it. Return to Nigeria Apart from the fact that Obi and Obiano worked together at Fidelity Bank, both were also school mates at the famous Christ the King College, CKC, Onitsha, and for the fact that Obiano is an accomplished chartered accountant, the people of Anambra State believed that the choice was okay for the state. Obi and Obiano Indeed, Obi carried out the campaign as if he was seeking re-election and used the resources of the state to ensure that Obiano emerged victorious. The main thrust of their campaign was continuity, which was why the outgoing government was flagging off new projects and paying contractors till the end of the administration. During the handover ceremony at the Alex Ekwueme Square in Awka, Obi announced that he left over N75 billion in cash and investments for his successor, a situation that was unheard of in Nigerian politics, because often times, most incoming governors inherit debts running into billions of naira. But shortly after the handover and with the already existing feud between the two men, stories began to make the rounds that Obi did not leave N75 billion for his successor as stated in the handover note. In fact, a group of people from Obiano’s Anambra North, in an advertorial in some national dailies, said that rather than leave assets, that Obi left so much liabilities and a large number of uncompleted projects. They also accused Obi of employing so many people into the civil service and conducting local government elections, the first in 15 years, at the tail end of his administration. Though the Obiano administration had kept mute over the matter for nearly two years, even when the camps of the two men engaged each other in social media war, the decision of the Secretary to the State Government, Professor Solo Chukwulobelu to address a press conference at the weekend on the N75 billion saga came as a surprise to political watchers. It was gathered that the state government decided to blow the matter open following alleged reluctance of the state House of Assembly to approve loan request for the governor in view of the said N75 billion left for the administration by former Governor Obi. According to a government source, the state treasury is virtually empty and only borrowing can save the situation, which is why the government decided to state the facts concerning what it inherited from the previous administration. Chukwulobelu said: “The N75 billion was not there; it was not handed over to anybody. At best it can be half truth. Instead, the state government inherited a total contract sum of N185.1 billion as liability from the Obi administration. In the real sense, what the Obiano administration inherited from Obi was N9 billion cash and N26 billion near cash. He said the explanation had become pertinent because of the ground the rumour of the N75 billion was gaining, both in the social and traditional media, adding that it took the state government this long to reply to the claim in order to put the rumour finally to rest and urged the public to discountenance the claim because it does not exist. But in a swift reaction, Obi faulted the state government’s figures, describing it as a deliberate attempt by the state government to misrepresent facts. Mr. Valentine Obienyem, who is Obi’s media assistant insisted that Obi left over N75 billion in cash and investment, adding that the breakdown shows that N27 billion was in local currency investment; N26. 5 billion in foreign currency investment and N28.1 billion in Certified State/ MDS balances. He said: “Even in the final handover document, Obi deducted N10 billion approved Federal Government refund, as well as the salary, pension, gratuity, money on certificates raised on contracts for the month of March which all amounted to N5 billion before arriving at the balance of over N75 billion he bequeathed his successor. Certified statements “As a financial expert, Obi went to his end of tenure event with Governor Willie Obiano and said this in the presence of all the bank MDs in whose banks the monies are lodged. In fact, as at March 17, 2014 when he handed over, he got all the certified statements of Anambra’s accounts from the banks the monies were lodged and handed them over to his successor. If they were confused on where the monies were, why would they not call Obi who kept them to explain the whereabouts to them as much as he knew?” Obienyem said it was good that the state government did not deny the fact that before leaving office, Obi paid billions of naira for the completion of Agulu Lake Hotel, Onitsha Hotel, Awka and Nnewi shopping malls, and invested in SABMiller Breweries in Onitsha, value of which, he said, has tripled. He added: “It is curious that the denial came at a time the state government had concluded arrangements to massively borrow money from banks and financial institutions. “But they did not need to paint Obi black to do so, especially when the man, since leaving office, has not for a day commented on what is happening in Anambra, even with the daily drench of blame coming his way as being responsible for whatever, right or wrong, that is happening in the state for making his successor the governor, single handedly.”

This is the most important discourse on this thread. This is our money we are talking about here not peter obi's money or obiano's money. Peter obi should tell us what happened to the monies he said he was saving for Anambra all these while, the true state of the state govt's investment in SABMiller. Anyone shying away from this topic and claiming to be interested in Anambra State development (which this thread is about) is a fraud!

Valentine in his usual manner dwelt on beer parlor gossips. How can I take his statement serious? We are talking about making factual explanation or breakdown of the so called 75 billion and he is telling us the governor wants to borrow money, the governor hosts sin parties, he is paying this and that, he is driving this and that? Did we tell him to compare the two administrations or just provide a factual document of the same 75 billion the same Valentine Obienyem has been singing as chorus everyday for nearly 2 years now.

I swear peter obi is evil. How can you pay your commissioners 190,000? How much did he himself receive as official salary? No wonder his Commissioners were looking unkempt. grin

Anyway, since obi agrees he ran a very lean government and also claims to have saved Anambra money for 8 years, Oya show us the money or proof you saved the money? problem. When people like us were suspecting this whole saving money propaganda they called us haters. We don't need a public debate. We need EFCC!
