Katz. What are the realistic ways of reducing the unproductive workforce without a political backlash

I know of two AD/ACN governors (Akande and Fayemi) who have tried it and subsequently lost the next election. Others are now scared to face the big elephant in the room which is a giant workforce that takes almost 80% of income

Like Shymm3x opined, i do not blame them , I blame the badly regulated corporate thieves called banks...

That sector too is another major bane , if ladies aren't gently nudged into low key hooking, they are helping govt officials fix poor workers' salary....

What infrastructure? The tallest talking drum?

I've talked to Shymmex/Aare about this......we ned to be proactive.

Don't these people have contact numbers? If Yorubas in respective locations (i.e Osun) start bombarding their leaders with phone calls and public humiliation, I'm sure something will change.

The 2 governors I mentioned tried it in different ways

BISI AKANDE
Akande noticed that when he got to govt contractors were supplying a biro for N1000 / biro one day he went outside the govt house, saw a woman selling biro asked her how much she said N10. Immediately he made her a contractor, cancelled the previous contract

He noticed that a bulk of the teachers were not really productive. A school of 100 teachers would have 20 teaching CRK/IRK, 10 home economics, 15 Family living, 2 Maths, 2 English 1 Physics, 0 Chemistry. He opined that he wanted the schools to be more focused on "productive subjects" he explained severally on radio and TV. Political opponents cashed in on it and promised to reinstate the sacked teachers.

Akande lost the next election, the new PDP govt reinstated the laid off teachers. Osun is now back to where it was and worse

FAYEMI

Fayemi noticed that the bulk of the teachers in the state were incompetent. He mandated a competence test whereby a Biology teacher would take the same WAEC Biology he is preparing students for. if he scores less than a certain mark (50%) he would be laid off and paid his benefit

The civil servant screamed, the opposition cashed in Fayemi lost the next election and the policy was reversed

While I think both ideas were great, It was roundly defeated in a popularity test. Now all governors are scared to tow that path again.

Electorate decision are atimes based on which governor pays us salary and nothing about long term development

These are real issues on the ground which anyone who stay in those states can verify

This world tallest talking drum we are all talking about. Personally i dont see a problem with it. I actually think its a great idea and part of the cultural tourism which is one of the ways Osun can survive on its own

First how much does it cost to build the drum

If its in a location and the foreigners that come for the Osun festival and interested in African culture can be charged $10 to see the world tallest talking drum. I see the potentials in it

In a few years it would pay whatever money was used to build it

I dont have an issue if the money were used to build infrastructures or tourism idea. The one I find terrible was when a governor took loans to pay salary and would go back there to take more loans to pay another set of salaries in 30days time

They can't stop employment because some critical staff will age and retire. However the problem will be greatly reduced if the employment process is closely monitored to ensure that those recruited match the actual needs in the particular ministry or MDA.

With time, the redundant staff will age out

What is the first step to be taken when there is a situation that requires change? According to most management books, you must create a sense of urgency by informing stakeholders of the dark consequences of inaction. The reason why there is usually political backlash is because these governors aren't sincere or competent enough. When you have fired civil servants, what have the savings being spent on? Fayemi was going about like an intellectual without actually doing anything and that's why he lost to a thug who promised 'stomach infrastructure'. Lets assume that Fayemi lost the election because he attempted to reduce the civil service, what else did Fayemi provide in Ekiti that could have helped him win the election? Serious politicians know when to make difficult choices. Thatcher is hated till today in the North of England because she closed mines that were no longer profitable and sustainable. The mines were draining the resources of the country that had taken IMF loans. Look at the turnaround in California by Jerry Brown; California was on the verge of bankruptcy before Brown saved the state with hard choices.

Before you lay workers, you must have a plan with regards to what you will do with the savings which will concomitantly improve the standard of living of people in your state. No politician is going to be liked by everyone but the key is to be liked and accepted by a majority of your stakeholders. If you have no plan for savings from retrenchment exercises and you lay people off, or if you misuse or embezzle the savings then you will lose the election. Governors don't connect with their stakeholders, they are so distant. What happened to sensitizing the populace through a series of town hall meetings to spell out the choices to stakeholders? The only time citizens see their governors or reps is at election time.

Lets assume your yearly expenditure on the civil service is N500BN. Over 4 years, that is N2T. If you lay 50% off and provide redundancy payments, it is possible to save as much as N1T even after making redundancy payments. You can spend the savings on policies that are geared towards economic activity such as good infrastructure, soft loans, cooperatives, IPP, etc Fayemi signed a contract with Samsung for the training of Ekiti youth but didn't provide a location for the said training. Instead Fayose came in and didn't honour the agreement with Samsung. What a bunch of dullards.

Naija governors don't know their strengths and weaknesses. They can't appoint competent assistants. Nepotism and cronyism remain huge barriers to development in Naija.

How can you blame a bank? The bank is looking for a quick buck and don't forget that banks are taking risks by giving out these loans. You can't blame me if you come to me for a loan and I inform you that my APR is 46%. You have the choice of walking away.

Governor Ibikunle Amosun of Ogun State has appealed to the General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adejare Adeboye and other religious leaders to assist in explaining to their members the need to pay their taxes to the state. The governor also revealed plans by his administration to link Sango-Ota in Ogun State with Ojodu-Abiodun in Lagos State with a dual-carriage road.
Senator Amosun, while receiving a delegation of RCCG leaders led by Pastor Adeboye, said taxation remained crucial to development.

He enjoined religious leaders to speak to their congregations on the need to pay their taxes in the state of residence.

Senator Amosun regretted that majority of the people living in Mowe/Ibafo axis of the state paid their taxes to Lagos, saying that “it is tax we use in developing infrastructure and we are committed to infrastructural development of the border areas, but we need them to assist us too by paying their taxes to where they reside.

“Many people in that area pay their taxes to Lagos but they stay in Ogun State and put pressure on social infrastructure here. We have to devise a way of reversing this, but we need your assistance too in getting this done,” he said.

Governor Amosun, while explaining the rationale behind the planned linking of Sango-Ota to Ojodu-Abiodun in Lagos, stressed that the move would ease traffic congestion along the Lagos-Abeokuta Expressway.

He added that the move would also reduce the stress experienced by worshippers at the Redemption Camp and others wishing to link the Lagos-Ibadan Expressroad from Sango-Ota.

The governor hailed the positive contributions of the RCCG to the development of the state and asked for more cooperation.

Pastor Adeboye had earlier prayed that Ogun State would reclaim its rightful position as a leading state in Nigeria during the tenure of Governor Amosun.

He prophesied that the time was near when Ogun State would become the flagship of Nigeria.



I support this move.
With the kind of massive Estates and structures the churches in Lagos - Ibadan express way.
They should be taxed seriously.

Osun is one of the most attractive destination due to the festival.

If the tallest drum is included in a package E.g a $100 package that would take you to Osun river side, the tallest drum, Nike art Gallery, Learn basic Ifa divination by Yemi Elebuibon, Join the troupe to dance Bata and learn the drum, add 5 more attactions to it and charge an amount for it.

Also they can maximize it by promoting another Festival in January e.g Obatala which isnt as popular as Osun Festival that would attract 30-40% of the rgular Osun crowd

The more the attraction the better Ideally this should be handled by the private sector but in Nigeria we dont have a thriving private sector. else why would 80% of the working population be emplyed by the govt?
