13. Yes I do believe fluency in English language is a measure of intelligence. Intelligence is the ability to gain and apply knowledge and skills. Not gaining knowledge in English language is a step below intelligence. If you cannot pass accross a message due to incorrect English then it will be an intelligent move to learn English well.
14. People who do this are probably those that have no idea on what running a nation is. It is the duty of a president to different nations to foster growth. Besides i think one of the reasons our president travels alot is his health.
15. Pretty means to have an attractive or pleasant appearance, i believe I qualify.
