The Association of Telecommunications Companies of Nigeria (ATCON) has described CBN Governor Godwin Emefiele’s suggestion of three-minutes’ call surcharge on telecommunications consumers as economically wrong.

ATCON President, Mr Olusola Teniola, told newsmen in Lagos on Saturday that the proposal was technically and economically wrong.

The News Agency of Nigeria (NAN) reports that Emefiele had suggested that government should impose taxes on phone conversations that lasted more than three minutes as an alternative source of revenue for it.

Emefiele suggested this option during the 2016 Annual Bankers’ Dinner organised by the Chartered Institute of Bankers of Nigeria (CIBN).

He also suggested the introduction tax on properties as a way of increasing revenue for the government.

Teniol said that the stakeholders in the telecommunications industry were not consulted on the issue before the pronouncement.

“Contrary to the CBN governor’s believe, it is the poor people who make more calls than the rich.

“So, the proposal is not targeted at the middle or higher class.

“I have not seen any industry where you don’t want people to use your products or services more.

“We want people to be speaking longer,’’ he said .

Teniola said that the CBN governor’s proposal that people should cut their phone calls after three minutes had not been founded on any theory.

“In fact, you will now see that people will be cutting their calls.

“It does not make sense, not only technically but economically, to apply that kind of thinking as a tool or solution out of the present economic recession, it is not going to work,’’ Teniola said.

He said that ATCON had already proposed to the Senate a one per cent VAT increase across all sectors.

“This is a more realistic measure toward getting more revenue for the government,’’ Teniola said.

The ATCON president said that the ICT industry had been envisaged to help the country gets out of recession.

“But the sector should not be killed with over taxation,’’ he said.

He suggested other ways the country could raise additional revenue to finance the increased expenditure that could engender fast and sustainable growth of the economy.

“I think we can consider introducing a negligible telecom surcharge to be entirely borne by the initiator of a call in order to protect the poor and vulnerable amongst us.

“ We could structure it to only take effect after the third minute of talk.

“Some analyses have indicated that the government could earn about N100 billion per annum from this alone.

“Obviously, this surcharge will mainly be borne by middle and upper class people since I do not know many poor people who make calls for more than three minutes,’’ he said.

Honestly to me what the cbn said is 50% true if truly They would use that money for something but on the other hand why i don't support it is because we all know that all this evil politicians and co would see this as a way to steal more money cmon we all know this country politicians they are after their pockets

The CBN governor lacks basic understanding of taxation, once this his proposal is implemented, people will automatically reduce their call duration thereby affecting both the present VAT and the corporate tax. The best way to generate revenue during recession is to lower your prices. More calls and more revenue.

There's nothing right about what the CBN gover has said in anyway.

We buy PMS at a price we have never bought before in the history of nigeria

We pay 50 naira for every 1thousand that comes into our account.

How about the outrageous amount we now pay for light bills?

Do i need to speak of the intend increase in data purchase price as proposed by NCC?

All these and we are yet to see any significat improvement on the economy and wellbeing of Nigerians and den we begin to wonder why we are even paying all those and one old bald assed confused man is asking for another tax, is he màd?

We the masses have been screaming that the best way for the government to generate income is to cut political excesses.

Imagine Buhari alone eating food of 1.2 billion naira in a year where as my local government in all ints entirety cannot consume such an amount on in 2years.

State Governors collect a whoping 500million naira monthly for security votes and funny enough you see them with securities paid from the federal coffers.


If Emiefele is confused and out of ideas like his oga at the top he should just step his old bald ass down and save us some peace.

Everything about this government from the presidency to ministries to legislators to parastatals and agencies radiates incompetence and lack of good sense of judgement.

How they manage to think the way they do everytime is beyond me.

Very wrong. Why tax your top users more? People are used to getting discount for more patronage. Only Agberos and like minds tax by patronage volume like that.

Smh for Nigeria. This useless government were all talks but no show, I can't just believe someone can be this useless to the extent of making making even old people confess they've never witness a Nigeria this worse and he's not even done with us, everything thing from food items to drugs, just name it have all doubled their prices and the one that maintain their normal cost are all making up for it by reducing in size even pure water sef have reduced their nylon. That's how bad this is.
The annoying part of this whole nonsense is that they would feel non of the effects, they would use special lines that won't be taxed. China should just come and buy this useless country.

My pvc is in a safe place come 2019.

Obviously this man doesn't know what he is saying. Why is he not facing is own area ? i.e. fixing the foreign exchange issue that we have at the moment.

thank God for WhatsApp call, IMO, Skype. hangout and Snapchat....

He should even introduce tax on the amount of oxygen you breathe after 3 minutes or introduce tax on the amount of water you drink in a day..

Heavy taxation on everything we do is not the answer for God's sake.
Diversify this economy, start mechanized farming. Taxing us for everything we do will not us and the government or economy!
There are other ways to generate revenue other than taxation!
