the answer to your questions are:

1) his mother has it too. but it is not as effective in the female genes as it is in the male's. plus majority of it was passed to him. if you go back to season 1 and read the part where Luke and Daniel first met. it was stated there.

2) Its part of his training. more than two years of harsh training sharpened his instincts and reflexes.
