there are plans to replace those shacks with sandbag buildings, developed by this dude here - Luyanda Mpahlwa (Architect). I met him at the design conference (design indaba) in capetown - 2008. The project was started at the eastern cape - freedom town(see pix), but with this horrible zuma govt, don't know if they continued. Each unit cost 50,000RAND as at then. Even the beneficiaries were helping with the building. was so easy and effective and the resultant structures were beyond good. Dude had stars from hollywood placing contracts to get sandbag buildings done by him.
