If the other member countries of ECOWAS refuse to recognise Biafra, and Nigeria is able to muster support within that group to prevent Biafra's admission. Getting membership of ECOWAS, is not automatic. Secondly, article 4 of the ECOWAS Protocol on Free Movement still allows member states to deny citizens from other countries within the region, entry into their borders, if they believe such potential entrants could constitute a security risk, a threat etc. The average Biafran is unlikely to visit Nigeria for tourism, they would want to visit Nigeria for trade & commercial purposes.
