2. Did you try flashing the phone yourself?

In any case, it's called a boot loop. Your boot.img has been affected/infected and you have to flash the phone.

If your phone is rooted, there are apps you can use to uninstall it e.g. titanium backup, link2sd

If your phone is unrooted, i don't know if there's anyway you can remove it

It depends on your keyboard. Just go to settings in your keyboard, under language,, re-download English.

Firstly, off and on your phone.
Secondly, try to install another Dialing app
Thirdly and most likely solution, call your network provider and complain most especially if it is MTN-NG
