It can mean that if you think about that way. It can also mean both parties are responsible for their actions. The state deems buying and selling illegal. Transactions need to parties agreeing to do business simple. Just like you can't solicit prostitutes and the prostitute can't offer services.

Handling drug policy is different discussion.

Codeine and benelyn cough syrups are sold in all chemist in the country and its not a crime. Except he wants to tell us that the Igbo's own all the chemist shops in the North and their is nothing wrong that.

These guys aren't thinking reasonably about this. Lol the prostitute only has work becsuse their are perverts thar patronize them. Let's pretend all Igbos stop the next man will just fill void.

What they need to do is regulate the medicine and not sell it over the counter. That's stuff can be highly addictive. Then see if they can offer rehab to these guys. Better regulation will help in this scenario.
