You can mail him/her and tell him/her why you want to work with him/her (I am assuming you really want to do a PhD). From the website, it is obvious funding abounds for PhDs and the highest you can get is in-state tuition for MS or $1000 scholarships.

MS might be easier to get admission but funding is somewhat guaranteed with PhD. I will advise you apply early for PhD and start contacting potential supervisors. Though you are not required to contact them prior to admission, you will certainly learn one or two things about the admission process and you will know where you stand. If any of them wants you, you chances are higher.
