Honestly, I’m not sure about that. They usually go based on the tax returns or pay stubs and stuff. And you have to keep renewing the Medicaid every year anyways.. so you need to give them current pay stub or the year’s tax return transcripts. You can probably file for that year but you won’t be able to renew it the next year.

The child has to qualify for Medicare through his:her parent or guardian. That’s the way it works. The child doesn’t have any income and the parents do not make any income in the US which taxes them into the system. So no, they’re not qualified. That they paid thousands of dollars to birth was a choice. They chose to do that. The thousands of dollars the parents paid was payment for services rendered.....aka healthcare and childbirth. We also pay for childbirth depending on if you have insurance or not, what kind of insurance you have, your insurance deductible, co-pay and all that. Those bills cold run you about $3000-$4000. This is despite the insurance premiums paid monthly. You also have to pay your OB too o. Most insurance cover 90% of your costs. You’re responsible for the remaining 10%.

And yes, if the child decides to come to the US later in life to go to college, they will probably not qualify for financial aid. Student loans yes, financial aid no. Why? Financial aid is need based. You have to submit your parents (both parents) paystubs and other supporting documents to qualify for financial aid. Once they see that your parents make money outside the shores of the country and do not pay tax or reside here, no financial aid. Student loan, yes you can and will qualify for that. They only need a social security number. It’s a loan and you have to pay it back with interest after you graduate. Financial aid doesn’t need to be paid back.

The only other alternative is for parents to pay out of pocket. To save the kids from student loans cos student loan is an headache. Even at that, for the first one or two years, the child will pay out of state fees for any college he/she is going to because they don’t reside in the US. They just came back from college. Most people find ways to become state residents after the second year I believe. Sadly, there’s lots of loopholes around.

One of the benefits and Most Impotant benefits of being a U.S. Citizen is that you Have to PAY TAXES to the U.S. government and at the same time you get to enjoy all those benefits your taxes have paid into...and nothing else.

Medical care and services in the U.S. is not free but is being paid by U.S. residents tax payers or private insurance.

Foreigners that are having babies in the U.S. are doing it because they want their kids to have the U.S passport in order to avoid applying for visas to most first world countries and also so that when their kids get older and then have to attend college they will not have to pay the international fees to attend any public university in the state they reside.

And yes, when the kids do grow above 21 years of age they might be able to file for their parents if their parents are still alive at that time.

Arrived Houston about 2pm. No queue at immigration. Met a white Officer.

Officer : Purpose of visit?
DH and I : Medical for childbirth. We are expecting a baby.
Officer : (scans our passport) have you been to the US before?
DH : yes, this is my 3rd time and my wife's 4th time in the US.
Officer : where are you having the baby?
DH: St. Louis, MO. We leave for St. Louis tomorrow
Officer : How much do you have for the visit?
DH: 4,052 dollars in cash and about $13,500 in cards. (NB : we already paid doctor and hospital before our visa interview but didn't bother stating it at the interview and at the POE)
Officer : why St. Louis?
Me: That's where we had our last baby 3 years ago. We are using the same doctor and hospital cos we had a good experience with them the last time.
Officer : stamps us in for 6months each and says we can proceed to baggage claim. (no secondary)
Immigration lasted just about one minute or less. We collected our luggage and headed for exit. Every one crossed customs/agric officers without being asked any questions but as we passed, one over Sabi officer (Asian or Mexican self) sighted my big stomach and the car seat on top of our luggage (cos we put it in a transparent nylon bag) and immediately stopped us and called us to the side.
Officer : can I see your passports? (hand over to him)
Officer : I can see you are here for childbirth.
DH and I : yes
Officer : Did you go to the secondary room upstairs?
DH and I : nope
Officer : how come? Didn't you tell the immigration officer that you are here for childbirth
DH and I : we did
Officer : calls the other officer standing with him (a black older officer this time)
Black Officer : Did the immigration officer see your documents eg: doctor's correspondence, appointment, any evidence of payment and proof of financial status?
DH and I : nope, he didn't ask for the documents , only asked where we were going to deliver and why and how much we had for it. But we have all the documents with us.
Black officer : can I see them (we hand him a file containing all the burden of proof: doctors correspondence, doctors acceptance letter, doctors appointment, hospital correspondence, hospital and doctors receipts of payment, budget plan and statement of account and my maternity leave letter)
He flips through them quickly and hands back to us.
Black officer: what do you do in your country
DH: I am a ****, my wife is a **** (we are both doctors)
Black officer(now smiling with us) : Can I ask a question?
DH and I : Go ahead (thinking he wanted to ask a medical question to ascertain if we are truly doctors)
Black officer : how come you have the doctors and hospitals in Nigeria, yet all of you want to come here to have your babies?
Before we could even answer, he cuts us in.....
Black officer : let me tell you what I think. I think you all just want the citizenship by birth for the baby (still smiling)
DH and I : Definitely!!! That's the number one reason. It gives the baby prospects of a better life in future and better academic and career opportunities in life. (smiling back)
Black officer : (now laughing and nodding in agreement) The baby may also fetch you guys a green card and citizenship later in the future.
DH and I : Exactly, thats right.

Meanwhile, they forgot to ask for the food items we had and didn't even ask for the declaration form. Although we didn't take any contraband foodstuff like chicken noodles, chicken Maggie, Yam, fresh vegetables or meat. So, no agric.

I need to know how Visa on Arrival payment can be made using money order.I read where they said that the surname on the credit card must match that of the applicant and that is what i don't have at the moment so I'd like to use Money Order but it's not stated on the Nigerian Immigration website.
However, if anyone has ever paid for you using his/her credit and the person's surname is different from yours, I'd like to know how you did it.
My plan was to have my host pay the money using his credit card then I'll give him the cash equivalent. thanks all.

I paid cash at Lagos Airport doe. Although it's discouraged

Nobody asked for any fit to fly from Lagos to France, to Houston, to st. Louis. Although I had it prepared by my doctor. I didn't get checked at Port Health, so no port health certificate and no airline asked for it. Some airlines are quite liberal like air France, KLM and Lufthansa. They don't have restrictions on pregnant women flying. They may, however, require a fit to fly after 36 weeks, if they even remember to ask. But you are free to fly without it anytime before 36 weeks. The regulations are on their websites.

Cash is now unacceptable. Please go ahead with the card you want to use. Someone offered to give us his card at the airport when we were having issues with ours and that wasn't discouraged. So I think you should be able to use it?

No recent visa interviews, what's happening?
