Blak Oil Energy Refinery is one of the investors who are willing to invest almost two billion dollars. “ The funds are coming from abroad, U.S., Canada, India and the Middle East. “ Its going to be a 50,000 barrel refinery then they will scale it up to 100,000 with the crude coming from Niger Republic.
