Am of the opinion, give what you can afford to lose even when you are promised the world. If  not, you  keep facing this kind of problem. You will be promised heaven and earth just to render financial assistance and people will keep using you because your password to help is PROMISE. Promise is very  easy to make but hard to keep. Promise can be made under duress

If the guy in question had followed this rule he won't find himself in this position.

You are giving/helping not investing. You can train your child/relation without promise because you are under obligation to do so.
