Yes it is.. I did mine in Aug 2015 and here in Nigeria, my passport was gonna expire oct 2015. I don’t know if the rules have changed now but I doubt it has.

Just as bracelum said, do you have experience with Information system here in Nigeria?
Can you defend the reason for the switch if you have no experience in this field. You might also need to brush up on a few basic concepts though.

Have you taken the GRE? It's advisable to write the GRE and hit a high score to enable you secure funding, hence increasing your chances of getting your visa approved.

FIU is Miami's public research university.... Florida International University is the fourth-largest United States public university by enrollment (56,851).... source Google

A school that has 56,851 enrollment cannot be a red flag. Is it a good school for your course choice ?. That i leave to you to research

You cannot defer your admission after you travelled (you have to leave or fall out of status ) but you can defer it before you travel on F1 visa .

If you were previously issued a visa, you can use this visa for a later date, as long as your visa has not expired....... You would need to get an updated I20 and also be prepared to explain why you defered if you are asked At POE.

My Sponsor is a military personnel and he presently based in the north. (Zaria, Kaduna State) So I don't know which other way I can get the Statement of down here . I wouldn't mind if you can advise me on what to do.

I appreciate this idea, I have once requested for statement of account via email before but could not even think about in this regards.

Another thing is that E-statement of account doesn't carry stamp and signature of the bank just only the bank logo it displays. Will the VO accept it without the signature and stamp?

I think embassy accept bank statement without stamps...... They can always call the bank if needed to verify the authenticity
