About the brother, WAEC alone is not sufficient to apply for a Bachelors degree. He needs it together with any of the following:
1. Completed 100L transcript
2. HND
3. Bachelors degree.

Age isn't much of a factor, but he should be able to convince the VO why he hasn't been in school for a while.

About the family, as most Pple do advise here, it's best he goes first and settles down, then bring his family via reunion visa later.

It's embassy requirement. You will get it regardless of the school, unless you have a sponsor or scholarship.

Nonetheless they said I need affidavit from the high court. I went to the one at Ikeja.

It's better to go straight to the office than meet those hustlers on the road. Just go to the cyber cafés around, tell em to draft you an affidavit of age #200. Attach your passport and proceed to the court area where you'd only pay #500.

Just a page where your mother attested that you were born on a said date and her picture at the top is what I used. Stamped by high court and done official not on street hustlers. please bro..i was told in the high court that i can sign the deponment for myself and use my passport photograph since i dont have access to my parents passport. hope this will not be a problem at the embassy.

EMS is around 10-13k
Don't use Ems if your deadline is close before they "Amaka" you
You could as well look for people to send with using a reputable Carrier...it would save you cost

I know fedex does for 17-18k, NIPOST is the cheapest around N2500 but it is the most unreliable can take 3 weeks plus. While FEDEX UPS or DHL takes abut 2-3 days at most 4 days (Working days).
