He explained it in such a manner that his friend was so amazed and happy. Even I was so impressed that I knew where the new light will come from. I even said he was going to lay claim to being the GB someday.

So you're expecting an invisible highly intelligent Spirit being to write his laws in the hearts of imperfect creatures whereas he doesn't want them to live on instinct but wants them to offer sacred services to him from their hearts, and you expected all that to work out without a long process!
Well Jehovah is writing his laws in the hearts of obedient humans now and it is gradual that is why we need the 1,000 years reign of Jesus and the 144,000 who have been bought from the earth.
The laws comes from Jehovah ~ Jesus ~ 144,000 ~ billions of the other sheep. Everything will be completed after the 1,000 years reign of the lamb and his anointed brothers,that is when Satan will be allowed to test all survivors to prove that each of them now have Jehovah's laws WRITTEN in their hearts.
So we're already in the process,whoever fails to cope in this dispensation will surely fail that time, that is why Jehovah inspired Zephaniah to tell us the two qualities needed to win the race ¤Meekness ¤Righteousness. Zeph 2:2,3
If you miss any of these two, then there is no way you'll be able to remain as part of the happy global family Jehovah is training for everlasting life!

The old covenant could not achieve forgiveness of sins and the Israelite broke it often. That's why Jehovah made a new one. And it is forgiveness of sins. In the new covenant, He promised:

"I will put my law in their minds and write it on their hearts. I will be their God, and they will be my people. No longer will they teach their neighbor, or say to one another, ’Know the LORD,’ because they will all know me, from the least of them to the greatest," declares the LORD. Jesus christ is rightly the mediator of the new covenant and all true Christians are in that covenant. Because the covenant is for the forgiveness of sins, it is what makes God's law written in your heart and mind. No one should be telling you to know and love Jehovah.

When Jesus introduced the new covenant, he mentioned specifically that it is sealed by his blood for the forgiveness of sins.

St. Matthew 26:28 (See also Lu 22:20) “This is my blood of the covenant, which is poured out for many for the forgiveness of sins.”

It is why the apostle Paul said, it is a better covenant in Heb 8:6. It is by this new covenant that both jews and Gentiles could worship God as one, without any boundaries seperating them. (I hope you know we are all gentiles
