The main objective is to ensure the proper management of the listed projects in the Terms of Reference (TOR) as well as other projects that may come about within the construction of headquarters building of ECOWAS Institutions

Duties and Responsibilities
Project on the Construction of ECOWAS Commission New Headquarters:

Participate in and assist with overall project management activities as needed by the broader project management team;

Coordinate timely clearing of imported construction materials at Duty Free;
Assist in the organization, coordination and management of meetings among stakeholders
Coordinate administrative services and support for the project.

For All Other Projects:

Within delegated authority and with the use of project management methodologies like PMI and Prince-2, manage and/or coordinate the management of all projects listed in the TOR as well as others authorized by ECOWAS Commission;

Educational Qualification

Advanced University Degree (Master's Degree or equivalent) in Project Management, Business Administration, or related field

Experience:

Shall justify of at least fifteen (15) years of experience in managing or coordinating large projects at national levels involving multiple diverse stakeholders;
Candidate shall justify of having executed at list two (2) similar assignments (large nationals projects) organized and successfully executed in ECOWAS Member States;
Candidate shall justify a proven working experience as Project Manager or Coordinator or similar roles covering project conception to project delivery, preferably in construction;
Candidate shall justify prior experience utilizing Prince-2 or PMI project management methodologies;
Strong IT / Computer Skills related to project management:
MS Project, Microsoft Office suite, Online project management platform such as Trello, Basecamp, etc.

Language:

Role Overview

Under the supervision of the Principal Programme Officer for Planning, Programming and Coordination, the Programme Officer for Strategy Analysis and Development will provide assistance in the implementation of the work programme of the Division, and provide any other support to the Directorate as required including supporting in research work, data analyses, compiling data and information, drafting reports, taking notes, and editing.

Role and Responsibilities

Carry out periodic analysis of the current external and internal environment of the organization, support in formulating organizational objectives and strategies based upon the environmental assessment, and developing procedures to implement and evaluate the strategic plan;
Conduct occasional research, identifying key challenges for the Commission and prepare relevant materials to be disseminated within the Commission in relation to capacity building;
Support other ECOWAS institutions and departments in the development of their strategic plan and annual work programme;
Assist in providing and delivering strategic data analysis, insights and presentations to the Management and other functional teams;
Analyze concepts and ideas in relation to strategic planning and assess feasibility, trade-offs and constraints in respect of their application;
Examine available models and analytical frameworks and apply appropriate models to related concepts, providing the department with materials for use at strategy and planning sessions;
Develop an outcome “planning” document and related templates suitable for developing action plans (objectives, responsibilities, time lines, budgets, etc.);
Coordinate capacity building activities in collaboration with Directorates and Units of the Commission as well as Development Partners (using existing coordination mechanisms);
Contributes to improving the department’s internal systems, processes and tools particularly as they enhance the implementation of strategic documents;
Updates data from multiple sources on a regular basis to provide information to management to make strategic business decisions;
Maintains report forms, formats, information dashboards, data generators, reports and other resources
Assist in ensuring that the overall results of the Strategic Framework are well understood and executed by the ECOWAS institutions and the departments of the Commission;
Support in the development of strategies, policies and processes across all functions that will help to achieve the defined strategic objectives;
Performs other duties as assigned the President.

Academic Qualifications and Experience

Bachelor’s degree in Public Administration, Economics, Social Science or any related field from a recognized university;
5 years of relevant experience in leading effective planning, monitoring and evaluation processes at the national or international level;
Professional technical knowledge/expertise in activity monitoring & evaluation, evaluation design, data analysis, reporting and in methodological guides for all types of monitoring & evaluation;
Proven ability to implement, monitor and evaluate strategic plans with an RMB approach.

Role Overview

Under the supervision of the PPO Road Infrastructure Development, the PO Highway & Road Engineer will provide technical expertise and support project implementation in the road development, road engineering and related policy and strategies in the development of the regional highway network.
The PO Highway & Road Engineer will also coordinate with Member State Ministries and Road Agencies as well as Development Partners to implement community cross border road projects and services to support the attainment of regional integration Agenda of ECOWAS.

Role and Responsibilities

Support the development of short, medium and long term programme and plans for construction, rehabilitation and maintenance of road infrastructure in ECOWAS region;
Coordinate and monitor implementation of Community Highway corridor development program in the ECOWAS region;
Promote the harmonization of roads policies, Design standards, procedures and practices in the ECOWAS Member States
Support the preparation of term of reference for studies in road infrastructure and coordinate such studies;
Analyze and monitor current policies, design standards, procedures and practices that are used for highway design in ECOWAS Member States.
Ensure that transport infrastructure designs meet the approved regulations and standards;
Develop and monitor programmes for the improvement and integration of roads networks;
Must have experience in multi-modal transport that integrates all transport modes including air, road, transport, railway development, port and border operations, transit systems, inland container depots, warehousing and logistics clusters
Assist the management of Road projects from conceptual stages, pre and post-contract activities.

Academic Qualification and Experience
Education:

Bachelor's Degree in Civil Engineering, Public Works, Highway Engineering or related discipline

Experience:

Three (3) years of considerable experience in the implementation of road infrastructure projects in a developing country context
Experience in highway and road infrastructure project implementation, studies and works supervision in the public or private sector
Knowledge and understanding of theories, concepts and approaches relevant to monitoring and evaluation of road infrastructure projects or programmes.
Proven experience in at least two of the following key aspects: planning, design, construction, financing, regulation and maintenance

Under the supervision of the PPO Maritime & transport Facilitation Corridors, the PO Maritime Transport will provide technical expertise in the area of maritime transport in support of the PPO Maritime & Transport Facilitation Corridors and the Director of Transport.
The PO will also coordinate with major ports and shippers to provide efficient and reliable port facilities and services to support intra-regional trade and trading with external partners.

Role and Responsibilities

Review and assist in the development of policies on Maritime and Inland Water transport with the view of improving efficiency of Regional Ports and maritime resources
Provide Technical support to the implementation of the ECOWAS Regional Port Master Plan
Assist in the Prepare the contribution of ECOWAS to key ports infrastructure and logistics development for a while sensitizing ECOWAS Member States, Partners, Regional, Continental and Multilateral partners on maritime transport and logistics in the West African Region.
Monitor the implementation of policy decision of ECOWAS Authorities on Ports and inland water transportation and related matters.
Support the development, implementation and monitoring of regional strategies for Port operations and inland water ways in the region in collaboration with ECOWAS member states.
Support Member States to provide and maintain efficient modern Sea Ports.
Coordinate the implementation of international standards in West African Ports
Coordinate Member State effort in implementing IMO’s Conventions of safety at Sea and the ISPS Code.
Develop projects to support national Port development programs
Coordinate donor involvement in the Maritime and Ports Sectors
Follow up with development partners on funding and development of the Maritime and Inland Water sector.

Academic Qualification and Experience
Education:

Experience:

Advise ECOWAS Member States on data publication and dissemination issues;
Design and create regional portals, facilitating access to relevant databases and updating statistics databases.
Advise on the Implementation of new innovations in the areas of modern statistics development for census, surveys and data collection and dissemination techniques
Organise the development of Databases, Data portals aimed at achieving data comparability in the region;
Build a strong network with regional and international institutions in issues relating to statistical cooperation and dissemination;
Define appropriate policies for regional statistical dissemination and publication;
Perform data analysis and reporting, using sound statistical tools;
Lay down and maintain the norms and standards in the field of statistics, involving concepts and definitions, methodology of data collection, processing of data and dissemination of results.
Provide an advisory service to users on all-statistical matters and related subjects.
Provide regular and timely statistical information on the economic and social state of the region.
Mobilise need resources for production and provision of quality and timely statistical services.
Dissemination of statistical information on various aspects through a number of regular or ad-hoc publications to the management, ECOWAS member countries and various other national and international organisations; and through seminars/workshops.
Plan, monitor and coordinate statistical activities for standardization and harmonization of codes and indicators.
Ensure that the work programme reflects the needs of users and to encourage frequent communication with users in order to assess these needs.
Any other responsibility that may be assigned to him/her by his supervisors.

Academic Qualifications And Experience

Bachelor degree (or equivalent) in Statistics, Economics, Computer or related field of study from a recognized university;
5 years of professional experience.
Understanding of data management and statistical harmonization methodologies in price statistics, National account, Balance of payment and public finance statistics, social and sector statistics and the ability to conduct statistical analysis and apply their results to sustainable development policies;
Knowledge of design and implementation of databases and data dissemination computer systems and software
Knowledge of data management and statistical harmonization methodologies;
Knowledge of design and implementation of database and data dissemination computer systems and softwares;
Ability to apply statistical methods to the collection and management of information.

Age Limit:

Be below 50 years old. This provision does not apply to internal candidates.

Ability to study data/information from a variety of sources, identify anomalies, trends and issues, present findings, and make recommendations;
Ability to break down problems or processes into key parts to identify and solve gaps in service, quality assurance, compliance and performance targets;
Knowledge of and ability to apply techniques to generate creative ideas and new approaches to meeting goals;
Ability to use evidence and research to inform policies and programs and identify relevant and appropriate sources of information, including stakeholders, regional institutions and/or internal committees.
Demonstrate operational computer proficiency using appropriate tools;
Ability to make sound use of graphics and tables to effectively present numerical data to write semi-complex technical reports/proposals and edit/check templates, letters, etc.
Ability to convey information clearly and concisely in a succinct and organized manner through both writing and verbal means, ;
Exhibit interpersonal skills, make presentations, express opinions and debate ideas with others in a constructive manner;
Ability to respect chain of command in an appropriate manner;
Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
Ability to develop, implement an individual action plan for achieving specific work goals;
Identify ,organize and monitor tasks throughout to facilitate execution;
Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to co-ordinate contributions by others to set and meet deadlines;
Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators and risks;
Ability to identify, collect and assess indicators to monitor performance and to take proactive remedial action as required.

(P3-UA 49,106.81 USD 77,480.72) / (P4- UA 56,591.37 USD 89,289.87)

I tell you! I finished Nysc April last year which is over a year amd few months and studied Civil Engineering. Am still roaming round abuja searching for job because of this thing. I pray depression wont kill me at last..
