After how many years absence and no contact can you conclude that, he/she has forgotten about you?

Why would anyone wait years for it to finally click? A few months should do the trick. Noone could live without someone they truly care about that long, not even proud people. If it takes them years, then there's a probability that they got turned down elsewhere & only returning to you as their last option or to get an ego boost from it.
