Yes. The Sunk Cost fallacy. When future decisions are based on past costs already accrued then you've become a prisoner of the money you've already spent. Businesses know they are never to consider past costs as a reason to keep a project going. As you have correctly stated, when emotions get in the mix it all goes crazy.
