I don't blame the husband because I don't know if she has husband or not, or the kind of situation the husband is, but I blame the guy recording the video. I'm not blaming him for not rescuing the girl, but not reporting the woman to appropriate authority. Rescuing the girl will add one rubber of salt to the little girls injury because rescuing her at that moment may get the woman more angry and add more to the girl's punishment later on. Let's assume the guy rescued her that afternoon. Will he be there in the night to rescue her when she locks her door and start throwing the girl around like rugby ball? So, that means the guy won't be around every time to rescue her. So, the woman have the whole time alone to maltreat the girl.
The guy might have tired of rescuing every day, but he sees that things are getting worse that's why he uploaded the video so that if he couldn't help, some people that's interested to help will do so after seeing the video.
The situation is more complex than you think. My opinion though.

Okay after you get her arrested then what? Are you going to take care of the child? This problem goes beyond getting the woman arrested, extreme poverty, displaced families and so many issues are at play here. Even the orphange and other shelter are in ruins due to the terrible condition of this country. Punishment should not be the top priority but rehabilitation, getting that child away from her without preparing for what comes next might leave the child asking you, "WHO SEND YOU?".
