("Then said I".....this mean this was another person talking not God here.He said God deceived them because instead of peace they got swords.But God did not deceived them he told them he will bless them if they return to him and will be punished if they don't obey him there by they got sword. So God did not deceived them he told them the truth.
Just like our parent if we make them happy they give us good things and we disobey them dey punish us.
