Some of the civillian fallouts of SDB3 is the shipbuilding of Trawlers and yachts/pleasure boats. This is what happens when Governments invest in developing specific industries. One day these engineers will be building ocean going civillian ships, once the shipbuilding know-how is solidly entrenched.
